ÒNothing previously published has offered such a close examination of Japanese strategy . . . an in-depth study of the Japanese planning, preparation and execution of the attack with particular focus on factors not thoroughly considered by other historians, if at all . . . detailed analyses that lead to a much better understanding of what the Japanese did, why they did it, and especially how the attack was very nearly an abject failure instead of a stunning success."ÑNaval Institute Proceedings "For seven decades, conventional wisdom has extolled the Japanese attack on Pearl Harbor as brilliant in its planning and execution . . . this masterful analysis topples that pillar of Pacific War history . . . with its amazing depth of meticulous research and analysis, this forceful book is essential reading for anyone with a serious interest in Pearl Harbor."ÑWorld War II "The first militarily professional description of the Pearl Harbor attack, and for those who are serious about military history and operations, it is a joy to read. . . . a superb military analysis of the attack . . . not only renders all other histories of Pearl Harbor obsolete, it has set the bar high for other histories of the Pacific War."ÑWar In History

This book helps us to think carefully about how this area of the world should be best handled in the future by offering a concise and accessible introduction to the Arctic Council. Over the past two decades, the Arctic has evolved from being a remote region in international affairs to becoming an increasingly central concern of the global community. The issues of climate change, access to new energy resources, the development of new global trade routes, the protection of the natural environment and the preservation of indigenous cultures and languages have all come to be focused within this formerly neglected region. Now in its nineteenth year of operation the Arctic Council, an innovative international organization, is going through a period of new growth and challenges. This work identifies the major trends and directions of current Arctic diplomacy and the manner in which national, regional and international leaders and organizations can all make useful contributions in dealing with the complex agenda of environmental, economic and political challenges faced by this increasingly significant area of the globe. This book will be of great interest to students and scholars of international organizations, international relations and the environment.

The Law of the Sea and the Polar Regions: Interactions between Global and Regional Regimes analyzes of the contemporary law of the sea and related areas of international law in Antarctica and the Arctic, with a particular focus upon the interaction of global and regional regimes. The global component of the international law of the sea - principally the United Nations Convention on the Law of the Sea - applies to the entire marine domain in both polar regions but explicitly requires regional implementation or acknowledges its usefulness. This volume critically examines regional regimes for the Arctic and Antarctic on science, maritime security, fisheries and shipping by means of common research questions; thus enabling an overall synthesis and identification of trends, differences and similarities.

Over the last few years the Arctic has become a region of growing interest to the international community. Major environmental, economic, social, and security issues are all in evidence within its borders today. Many feel that there is an urgent need to establish an effective governance structure for the area. The Arctic Council has offered a basic forum for circumpolar consultation and cooperation over the past two decades. However, it has not been an easy undertaking and the organization has had to wrestle with a series of internal and external impediments that have hindered its forward progress. This volume explores the efforts of Sweden, a recent Chair of the Arctic Council, to build an enhanced framework for consensus-building and governance within the circumpolar region. It examines its efforts to provide focused leadership for the Arctic Council and to advance the environmental protection and sustainable development missions of the organization. It considers the various means by which Sweden utilized its position as chair of the Arctic Council to promote its program for action in both these areas. It also explores how this leadership position enabled it to foster necessary organizational reform within the body. The book gives new insight into how both the formal and informal 'powers of the chair' can be utilized to facilitate institutional growth and change. It also provides new and useful understanding of how a small country like Sweden can harness key elements of 'soft power' to advance its foreign policy objectives in the Arctic. The author closely followed the undertakings of the Swedish Chairmanship team over its two years at the helm of this emerging Arctic international organization. He witnessed its several successes and a few of its disappointments. The volume offers a behind the scene view of the challenges and opportunities faced by contemporary diplomats as they pursue their efforts at international organization.
