The Arctic Council, created in 1996, has facilitated over twenty years of successful democracy and regional cooperation between Russia and the seven other Arctic states – the United States, Canada, Norway, Denmark, Iceland, Sweden, and Finland. What has allowed this unity to continue despite political turmoil between these nations? In Diplomacy and the Arctic Council Danita Burke argues that the Arctic Council is a club: a group of states that mutually benefit from voluntary collaboration and that use the forum as a vessel to help define and guide the parameters of their cooperation. How the club members identify and address challenges reflects power relations among them, which vary depending on the topic under discussion or debate. Providing insight into the daily practices of the Arctic Council and the relative status of its member states, Burke seeks to understand why major international events, such as the 2014 Russian-Ukrainian conflict over the Crimea region, do not deter the Arctic countries from cooperating. The author posits that the Arctic Council's club structure and its strategy of practising and projecting unity have allowed it to weather the storm of international conflicts involving its core membership. This book investigates multidimensional change in the Arctic and policy response to it. It focuses its attention on the need for effective leadership within the region. In so doing it considers the contribution made by the main international organization of the region, the Arctic Council. In particular, it examines the various leadership functions undertaken by the Chair of that body including that of convener, manager, promoter, representative and resolver of differences. It is argued that in performing these multiple roles the Chair is contributing to the necessary leadership required to address pressing Arctic concerns. The book highlights the activities of the four most recent Arctic Council Chairs, Sweden, Canada, the United States and Finland. It considers the programs for action that each of these countries promoted during their terms at the helm of this major circumpolar organization. It examines the particular approaches, methods and strategies that each used to advance its agenda and the consequences of such efforts. It focuses attention on the need for building consensus among a diverse membership including Arctic states, organizations representing northern indigenous peoples, non-Arctic countries and non-governmental bodies. Drawing upon the insights of scholars from several disciplines from across the circumpolar community, the collected essays in this volume seek to paint a picture of the real challenges and opportunities for international diplomacy in the contemporary North. It suggests that there are true “lessons to be learned” in advancing leadership within the region. The book provides a means for considering these and the most effective means of response.

Over the last few years the Arctic has become a region of growing interest to the international community. Major environmental, economic, social, and security issues are all in evidence within its borders today. Many feel that there is an urgent need to establish an effective governance structure for the area. The Arctic Council has offered a basic forum for circumpolar consultation and cooperation over the past two decades. However, it has not been an easy undertaking and the organization has had to wrestle with a series of internal and external impediments that have hindered its forward progress. This volume explores the efforts of Sweden, a recent Chair of the Arctic Council, to build an enhanced framework for consensus-building and governance within the circumpolar region. It examines its efforts to provide focused leadership for the Arctic Council and to advance the environmental protection and sustainable development missions of the organization. It considers the various means by which Sweden utilized its position as chair of the Arctic Council to promote its program for action in both these areas. It also explores how this leadership position enabled it to foster necessary organizational reform within the body. The book gives new insight into how both the formal and informal 'powers of the chair' can be utilized to facilitate institutional growth and change. It also provides new and useful understanding of how a small country like Sweden can harness key elements of 'soft power' to advance its foreign policy objectives in the Arctic. The author closely followed the undertakings of the Swedish Chairmanship team over its two years at the helm of this emerging Arctic international organization. He witnessed its several successes and a few of its disappointments. Increased global interest in the Arctic poses challenges to contemporary international relations and many questions surround exactly why and how Arctic countries are asserting their influence and claims over their northern reaches and why and how non-Arctic states are turning their attention to the region. It is a fact that the climate is changing globally. As a remote, harsh part of the world, climate of the Arctic is changing as well. The Arctic ice is melting at an astonishing rate. Thus, the region is getting more accessible. Even the Arctic sea routes are ice-free nearly for five months a year right now, this period will probably last longer in the coming years. Moreover, hydrocarbon explorations in the region will increase the expectations regarding an ice-free Arctic since the economic potential of the region is rising to the surface. Under these circumstances, the Arctic has recently been witnessing both challenges and opportunities. The latter includes the exploitation of hydrocarbons and utilization accessible maritime routes - both of which are opportunities gathering less attention- whereas conflicting issues regarding sovereignty and national security are regularly thematized by politicians and media. Here, the point is that, whereas challenges are being underlined, the opportunities are being ignored. Put differently, while politicians and the media address issues pertaining to the regional policies - especially conflicting ones and ecology of the region- on the other hand economic potential of the region triggered by the ice-melting is paid no mind. With this in mind, as one of the most significant institutions in the region, the Arctic Council aims to manage the issues in question. Thus, this book aims to provide enlightenment on the Arctic states’ predominant intent to utilize opportunities under the auspices of the Arctic Council via neoliberal policies. The book indicates that the Arctic Council -as an example of regime formation- could be best understood via neoliberal perspective of regime theory since its members plan to further economic development of the region as a common priority.
