A presente obra disponibiliza uma compilação de artigos publicados sobre licitações e contratos administrativos, com foco em contratos de parcerias público-privadas (PPP), em diferentes revistas jurídicas entre 2012 e 2019. Todos os textos decorrem de casos práticos em que tive oportunidade de me manifestar por meio de pareceres jurídicos. A ideia era compilar tais artigos para celebração dos 10 anos do escritório, que se aproxima, no entanto, com a iminente chegada de um novo marco legal para as licitações e os contratos, decorrente do Projeto de Lei n.° 1.292/1995, que consolida as informações do Projeto de Lei n.° 6.814/2017, do Senado, e de outras centenas de processos apensados, decidi compilar tais artigos neste livro para que, de forma modesta e humilde, pudesse contribuir para o debate público sobre o tema. Como já é de conhecimento dos estudiosos, tais projetos de leis estabelecem várias novidades em comparação com o atual sistema, o Estatuto Jurídico Brasileiro das Licitações e Contratos, disciplinado na Lei n.º 8.666/1993, como novos tipos de julgamento (maior retorno econômico e maior desconto, por exemplo) uma definição das fases da licitação consolidando a ideia de que, primeiro, julga-se para, depois, habilitar a extinção das modalidades convite e tomada de preço e a criação de uma nova modalidade denominada diálogo competitivo a criação da figura do 'agente de licitação' o estabelecimento de novos valores para dispensa de licitação por baixo valor novos exemplos de inexigibilidade entre muitas outras. O compêndio que se apresenta a comunidade jurídica não trata especificamente sobre tais projetos, mas aborda questão que se enfrentaram sobre o atual regime que à época e, em alguns casos, até hoje, não possuem uma resposta jurídica adequada e que podem ser uteis para o debate que se realiza atualmente entorno de tais Projetos.
