A concepção tradicional de soberania, caracterizada como uma, absoluta e perpétua, encontra-se atualmente em xeque diante dos impactos da globalização, da reconfiguração econômica e dos avanços das tecnologias da informação e comunicação. A globalização das necessidades ambientais e a complexa gestão dos recursos naturais desafiam diretamente os princípios arraigados das concepções clássicas de soberania, conferindo-lhes uma fragilidade contemporânea e sujeitando-os a processos de mitigação. Na esfera ambiental, a interação entre o avanço tecnológico, o estabelecimento de leis de alcance internacional e a escassez crescente dos recursos naturais tornou complexa a relação entre soberania e meio ambiente. A necessidade urgente de acesso aos bens ambientais e sua crescente importância fizeram com que esses recursos fossem reconhecidos como pertencentes ao mundo, desafiando as fronteiras nacionais. Dentre os bens ambientais vitais à sobrevivência humana, dá-se destaque à água, cuja precariedade no acesso tem sido cada vez mais acentuada, situação que tende a se agravar ainda mais. Sabendo-se que a Amazônia é reduto abundante de tal recurso, verifica-se que o questionamento da soberania brasileira em tal área fatalmente será uma constante na ordem internacional. Diante desse cenário, é preciso pensar em alternativas que equalizem as necessidades locais com as globais.
