The Novgorod region of Russia is a sparsely populated area about the size of Ireland better known for its medieval archaeology and folklore than for anything else. Although Novgorod began the post-Soviet period with no unusual endowment of natural or human resources, it has attracted a large amount of foreign investment. Its dramatic economic success and political innovation have impressed observers. Local governments deliver benefits and services reliably, and the regional government responds quickly to citizens' needs and demands. Something noteworthy is happening in Novgorod that does not square with familiar headlines about contemporary Russia: oligarchs and oil, ethnic tensions and corruption.Nicolai N. Petro attempts to explain the Novgorod phenomenon by seeking answers at the regional level. Novgorod is, he finds, a model of effective democratic consolidation. Petro suggests that the region owes its unexpected recent success to its political elites, who have identified key cultural symbols and used those symbols to promote democratic development. Drawing on comparisons with other regions and countries, Petro finds that these cultural tactics often yield better results than do Western-style institutions and educational training programs. "Current efforts to promote democracy focus too much on structural changes and not enough on the conditions needed to sustain them," Petro writes. "For the rule of law, free markets, and free and fair elections to gain broad public support, they must first make sense within the local cultural tradition." The unexpected success of regional democratic development in a country not known for its democratic traditions suggests that local governments can transform the burden of the past into an ally of change, a finding with implications for democratic development initiatives in other areas of the world.

The image of Divine Wisdom, traditionally associated with the Sophia Cathedral in Novgorod, is an innovation of the fifteenth century. The icon represents the winged, royal, red-faced Sophia flanked by the Mother of God and John the Baptist. Although the image has a contemporaneous commentary, and although it exercised a profound influence on Russian cultural history, its meaning, together with the dating and localisation of the first appearance of the iconography, has remained an art-historical conundrum. By exploring the message, roots, function, and historical context of the creation of the first, most emblematic and enigmatic Russian allegorical iconography, Depicting Orthodoxy in the Russian Middle Ages deciphers the meaning of this icon. In contrast to previous interpretations, Kriza argues that the winged Sophia is the personification of the Orthodox Church. The Novgorod Wisdom icon represents the Church of Hagia Sophia, that is, Orthodoxy, as it was perceived in fifteenth-century Rus. Depicting Orthodoxy asserts that the icon, together with its commentary, was a visual-textual response to the Union of Florence between the Catholic and Orthodox Churches, signed in 1439 but rejected by the Russians in 1441. This interpretation is based on detailed interdisciplinary research, drawing on philology, art history, theology, and history. Kriza's study challenges some key assumptions concerning the relevance of Church Schism of 1054, the polemics between the Greeks and the Latins about the bread of Eucharist, and the role of the Union of Florence in the history of Russian art. In particular, by studying both well- and lesser-known works of art alongside overlooked textual evidence, this volume investigates how the Christian Church and its true faith were defined and visualized in Rus and Byzantium throughout the centuries.

State Service in Sixteenth Century Novgorod is about the first century of the legal development of the pomestie established by Ivan III after the conquest of Novgorod. The cadasters from the two provinces (Shelonskaia and Vodskaia) with the highest concentration of pomesties showed most remained in the original landlord's family. The acquisition of additional land from deceased family members and the exchanges for land near other relatives without the state's prior permission is evidence of its recognition of the family's interest in the land. Although the turnover was higher after the 1550s, most estates no longer in the original families' possession were abandoned or confiscated by Ivan IV's oprichniks. Since patrimonial votchinas were confiscated too, the higher turnover is evidence of the tsar's fear of treason rather than the pomestie's conditionality. The continuing possession of most Vodskaia tax units held in pomestie tenure in 1582 by the original landlords' families enfeoffed a century earlier supports this thesis. These findings negate the traditional distinction between the conditional pomestie and allodial votchina. The loyal pomeshchiks of sixteenth century Russia could expect to pass their lands to other family members as long as they served the state.
