South Asia has created nearly 800,000 jobs per month during the last decade. Robust economic growth in large parts of the region has created better jobs -- those that pay higher wages for wage workers and reduce poverty for the self-employed, the largest segment of the region’s employed. Going forward, South Asia faces the enormous challenge of absorbing 1 to 1.2 million entrants to the labor force every month for the next two decades at rising levels of productivity. This calls for an agenda that cuts across sectors and includes improving the reliability of electricity supply for firms in both urban and rural settings, dealing decisively with issues of governance and corruption, making access to land easier for urban informal firms and strengthening transport links between rural firms and their markets. It requires improving nutrition in early childhood to avoid cognitive impairment, intensifying the focus on quality of learning in education systems, equipping workers with the skills that employers demand, and reorienting labor market regulations and programs to protect workers rather than jobs. The continuance of high economic growth to help improve job quality is not assured. But the region’s demography can provide a favorable tailwind. The growth of workers exceeds that of dependents in much of the region. The resources saved from having fewer dependents can be shifted to high-priority investments in physical and human capital accumulation necessary to create productive jobs in countries with an enabling policy framework. But the demographic window of opportunity is open for only the next three decades, a fact which lends urgency to the reform agenda. This book will be of interest to policy makers, their advisers, researchers and students of economics who seek solutions, not only to the challenge of creating more and better jobs in South Asia but globally as well. It is the first title in South Asia Development Matters,a new series that will serve as a vehicle for in-depth synthesis of economic and policy analysis on key development topics for South Asia.

World Development Report 1995: Workers in an Integrating World addresses labor and employment--issues that are important for South Asia. This regional perspective examines ways in which workers in South Asia can benefit from greater integration of the global economy through improving their skills or cushioning their transition to new jobs. What can be done to create more and better jobs in Europe and Central Asia? And should there be specific policies to help workers access those jobs? The authors of this book examine these questions through the lens of two contextual factors: the legacy of centralized planned economies and the mounting demographic pressures associated with rapid aging in some countries and soaring numbers of youth entering the workforce in others. The authors find the following: Market reforms pay off, albeit with a lag, in terms of jobs and productivity. A small fraction of superstar high-growth firms accounts for most of the new jobs created in the region. Skills gaps hinder employment prospects, especially of youth and older workers, because of the inadequate response by the education and training systems to changes in the demand for skills. Employment is hindered by high implicit taxes on formal work and barriers that affect especially women, minorities, youth, and older workers. Low internal labor mobility prevents labor relocation to places with greater job creation potential. Back to Work: Growing with Jobs in Europe and Central Asia asserts that to get more people back to work and to grow with jobs, countries, especially late reformers, need to regain the momentum for economic and institutional reforms that existed before the economic crisis. They should lay the fundamentals to create jobs for all workers, by pushing reforms to create the enabling environment for existing firms to grow, become more productive, or exit the market and let new firms emerge and succeed (or fail fast and cheap). They should also implement policies to support workers so that those workers are prepared to take on the new jobs being created, by having the right skills and incentives, unhindered access to work, and being ready to relocate.

South Asia has grown rapidly with significant reductions in poverty, but it has not been able to match the fast-growing working age population, leading to lingering concerns about jobless growth and poor job quality. Could export growth in South Asia result in better labor market outcomes? The answer is yes, according to our study, which rigorously estimates—using a new methodology—the potential impact from higher South Asian exports per worker on wages and employment over a 10-year period. Our study shows the positive side of trade. It finds that increasing exports per worker would result in higher wages—mainly for better-off groups, like more educated workers, males, and more-experienced workers—although less-skilled workers would see the largest reduction in informality. How can the benefits be spread more widely? Our study suggests that scaling up exports in labor-intensive industries could significantly lower informality for groups like rural and less-educated workers in the region. Also, increasing skills, and participation of women and young workers in the labor force could make an even bigger dent in informal employment. The region could achieve these gains by: (i) boosting and connecting exports to people (e.g., removing trade barriers and investment in infrastructure); (ii) eliminating distortions in production (e.g., by more efficient allocation of inputs); and (iii) protecting workers (e.g., by investing in education and skills).

South Asia has grown fast and poverty has fallen across most countries in the region. The performance has been less impressive on the exports front. Despite labor costs increasing in China, India and its neighbors have yet to become a global manufacturing hub for labor-intensive products. And growth has not done enough to match the fast-growing working-age population, leading to lingering concerns about jobless growth and poor job quality. While self-employment and casual wage work are buoyant, the deficit is particularly severe in relation to regular wage employment. Could a greater export orientation in South Asia result in better labor market outcomes? To answer this question, this study rigorously estimates the potential impact from increasing South Asian exports per worker on wage employment and on labor earnings. The study is one of the few to estimate the effects of exports on local labor market outcomes. The results suggest that increasing exports per worker would result in higher wages and lower casual work (reduction of informality). Wage growth for less-educated workers is found to be smaller than that for more educated workers; smaller for women than for men; and smaller for less-experienced workers than for more-experienced ones. However, women and less skilled workers would experience the largest reductions in informality, probably because they are currently on the margins of the labor force. The main implication of the report is that increasing exports per worker would have significantly positive labor market implications for South Asian workers. However, complementary policies would amplify the positive effects. Those policies should focus on investing in skills, removing distortions in the allocation of inputs, and facilitating female employment in manufacturing.
