Nordic countries report emission statistics to the UNFCCC as well as EU. Due to more ambitious national mitigation targets, there is need for more timely emission statistics. The project suggests a development of early estimates through:- further analysis of the need and possibilities for nowcasting, focusing on a clear understanding of what timely emission estimates will be used for.- instigate a climate policy lab, given the complexity to overview and communicate the need and possibilities for nowcasting data.- create a portal collecting available emission statistics, as currently it is a complex task to overview available emission statistics.

GKSS SCHOOL OF ENVIRONMENTAL RESEARCH The National Research Laboratory GKSS (member of the Hermann von Helmholtz-Association of German Reserach Centres) located in Geesthacht, near Hamburg, is engaged in environmental research. The main interest of the research center focuses on regional climatology and climate dynamics, interdecadal variations in the state of the Baltic and North Sea and related estuaries, and the flow ofheavy metals, nutrients, and other materials in river catchments to the coastal zones. This research aims at-developing an under standing ofchanges in the environment, both as a result ofinternal (natural) dynamics and as a result of anthropogenic interference. In an effort to dis seminate the results of these research activities, as well as to initiate a broad discussion among senior scientists in the field, and younger colleagues from all areas of the globe, the Institutes of Hydrophysics and Atmospheric Physics at GKSS have instituted the GKSS School of Environmental Research. Appliedenvironmental research has always containedanelement ofaware ness ofthe societal implications and boundary conditions associated with en vironmental concerns. Consequently, the School of Environmental Research adheres to the philosophy that all discussion regarding environmental change should incorporate a social component. This necessity has been well acknowl edged and is apparent by the incorporation ofsocial scientists into the series of lectures. More than 30-year operational satellite data have already been used for monitoring land, ocean and atmosphere. These applications have contributed to improve sustainable economy, produce healthy environment and enhance human life. The Advanced Research Workshop sponsored by NATO and organized by the USA’s National Oceanic and Atmospheric Administration and Ukrainian’s Space Agency bring the scientists with the most mature research designed for practical use. The goals were to select those which is used for services today and identify the areas to expand research and services. As the world looks for low-carbon sources of energy, solar power stands out as the single most abundant energy resource on Earth. Harnessing this energy is the challenge for this century. Photovoltaics, solar heating and cooling, and concentrating solar power (CSP) are primary forms of energy applications using sunlight. These solar energy systems use different technologies, collect different fractions of the solar resource, and have different siting requirements and production capabilities. Reliable information about the solar resource is required for every solar energy application. This holds true for small installations on a rooftop as well as for large solar power plants; however, solar resource information is of particular interest for large installations, because they require substantial investment, sometimes exceeding 1 billion dollars in construction costs. Before such a project is undertaken, the best possible information about the quality and reliability of the fuel source must be made available. That is, project developers need reliable data about the solar resource available at specific locations, including historic trends with seasonal, daily, hourly, and (preferably) subhourly variability to predict the daily and annual performance of a proposed power plant. Without this data, an accurate financial analysis is not possible. Additionally, with the deployment of large amounts of distributed photovoltaics, there is an urgent need to integrate this source of generation to ensure the reliability and stability of the grid. Forecasting generation from the various sources will allow for larger penetrations of these generation sources because utilities and system operators can then ensure stable grid operations. Developed by the foremost experts in the field who have come together under the umbrella of the International Energy Agency's Solar Heating and Cooling Task 46, this handbook summarizes state-of-the-art information about all the above topics.
