Les nouvelles technologies de l'information et de la communication (NTIC) préparent-elles l'avènement d'une société " hors sol " ?Depuis une bonne dizaine d'années, elles prennent une importance de plus en plus considérable dons nos vies quotidiennes. Citoyens, ménages, entreprises, organisations sociales ou encore pouvoirs publics font un usage croissant des technologies numériques -d'Internet aux téléphones portables en passant par moult applications multimédias. Nos perceptions du temps comme de l'espace s'en trouvent chamboulées, de même que nos pratiques relationnelles, socio-économiques, politiques et territoriales. Il en résulte des enjeux inédits, qui se traduisent par de nouveaux défis pour les autorités, à tous les niveaux institutionnels : prise en compte et régulation du télétravail ou du commerce électronique ; implications des systèmes d'information géographique pour la mise en œuvre des politiques territoriales ; potentialités des outils informatiques pour la " cyberadministration " ou la démocratie " en ligne "... Ce sont là quelques-uns des aspects que le développement des NTIC met en question. Elaboré dans une optique transdisciplinaire, cet ouvrage rassemble les contributions au séminaire organisé en mars et avril 2001 sous la houlette de la C.E.R.T. Il propose une palette d'analyses prospectives des enjeux territoriaux des NTIC, illustrées par des études de cas dans divers secteurs d'activités : formation, santé, finances, etc. Considérant les modifications des comportements des individus et leurs répercussions territoriales, les auteurs examinent les atouts, les faiblesses, les opportunités et les risques liés aux NTIC, pour la collectivité, en mettant principalement ('accent sur le point de vue de l'acteur public.
