The United States currently lacks a comprehensive strategy for countering the threat of terrorism involving nuclear, radiological, chemical, and-most glaringly -- biological weapons. Although federal, state, and local governments have made impressive strides to prepare for terrorism involving these weapons, the whole remains less than the sum of the parts. As a result, the United States is now at a crossroads. Although credit must be given where due, the time has come for a cold-eyed assessment and evaluation based on program reviews and other measures of effectiveness. This report offers such an assessment, providing a road map of near- and long-term priorities for senior federal officials to marshal federal, state, local, private sector, and nongovernmental resources for defending the U.S. homeland against chemical, biological, radiological, and nuclear (CBRN) terrorism.

Nuclear, biological, and chemical (NBC) weapons delivered covertly by terrorists or hostile governments pose a significant and growing threat to the United States and other countries. Although the threat of NBC attack is widely recognized as a central national security issue, most analysts have assumed that the primary danger is military use by states in war, with traditional military means of delivery. The threat of covert attack has been imprudently neglected.Covert attack is hard to deter or prevent, and NBC weapons suitable for covert attack are available to a growing range of states and groups hostile to the United States. At the same time, constraints on their use appear to be eroding. This volume analyzes the nature and limits of the covert NBC threat and proposes a measured set of policy responses, focused on improving intelligence and consequence-management capabilities to reduce U.S. vulnerability.About the authors: Richard A. Terrorism And Weapons Of Mass Destruction written by Ian Bellany and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2007-12-12 with History categories.

There is a widely held belief in the imminent probability of nuclear, chemical, or biological weapons of mass destruction being used by terrorists against civilian targets. This edited volume critically assesses the suggestion that one safeguard against this possibility would be to strengthen existing international prohibitions against state- level acquisition of such weapons. A glimpse of the possible potential of terrorist use of weapons of mass destruction has been seen through the actions of the Tokyo Aum group, and through the use of chlorine by insurgents in Iraq. However, the extent of the real threat posed is as yet unclear, and safeguarding against it in developing countries will not be easy. This book assembles specialists in each category of WMD in order to examine the potential of expanding the three ‘classical’ arms control treaties in order to combat the threat posed by smaller terrorist groups, and draws conclusions as to the strengths and weaknesses of this suggestion.

Originating in the armed forces of the early 20th century, weapons based on chemical, biological or nuclear agents have become an everpresent threat that has not vanished after the end of the cold war. Since the technology to produce these agents is nowadays available to many countries and organizations, including those with terrorist aims, civil authorities across the world need to prepare against incidents involving these agents and train their personnel accordingly. As an introductory text on NBC CBRN weapons and agents, this book leads the reader from the scientific basics to the current threats and strategies to prepare against them. After an introductory part on the history of NBC CBRN weapons and their international control, the three classes of nuclear/radiological, biological, and chemical weapons are introduced, focusing on agents and delivery vehicles. Current methods for the rapid detection of NBC CBRN agents are introduced, and the principles of physical protection of humans and structures are explained. The final parts addresses more general issues of risk management, preparedness and response management, as the set of tools that authorities and civil services will be needed in a future CBRN scenario as well as the likely future scenarios that authorities and civil services will be faced with in the coming years. This book is a must-have for Health Officers, Public Health Agencies, and Military Authorities.
