This Open Access volume explains how major nuclear and radiological emergencies (NREs) can have implications at local, national and international level. The response to NREs requires a competent decision-making structure, clear communication and effective information exchange. National veterinary services have the responsibility to plan, design and manage animal production system in their countries. These activities cover animal health, animal movement control, production control and improvement, and control of the products of animal origin before their placement on the market. Release of radionuclides after NREs can cause substantial contamination in the animal production systems. Critical responsibility of veterinary authorities is therefore to prevent such contamination, establish early response mechanisms to mitigate the consequences and prevent placement of contaminated products of animal origin on the market for human consumption. This work summarizes the critical technical points for effective management of NREs for national veterinary services.

Managing nuclear power emergencies is significantly different from managing other types of emergencies, including fire, flood, and other disasters because nuclear disaster management requires special technical skills and a rigid protocol which outlines detailed steps and procedure before an evacuation announcement could be made. It was evident that the impacts from a nuclear power core-meltdown accident were immerse, irreversible, and inevitable, as evident by evaluating the three historic core-meltdown accidents, namely Three Mile Island in 1997, Chernobyl in 1986, and Fukushima Daiichi in 2011. The three options for minimizing the risks associated with NPPs are suggesting elimination of all NPPs in operation in the United States, transforming inevitable risks to evitable risks, and transforming the current radiological plan into an effective emergency management plan. Being the latter option is the only viable one, this book provides a comprehensive understanding on effectively managing nuclear power emergencies in the U.S. The book presents detailed analysis on effectively managing nuclear power emergencies. In an attempt to illustrate minimizing the risks, factual answers to the key questions surrounding managing nuclear disasters are outlined. What are the risks associated with the nuclear power plants (NPP)? What are the problems associated with managing nuclear power core-meltdown accidents in the three historic accidents? Where are the geographical locations of the 99 commercial reactors in the U.S? Who are those exposed to potential risks associated with the NPPs? How could a projection of radioactive plume dispersion pathway be carried out using a spatial computer code, such as the Radiological Assessment Systems for Consequence Analysis (RASCAL) in case of a core-meltdown accident? In a large-scale nuclear emergency affecting food and agriculture, the release of radionuclides to the environment can severely impact the food chain and human health. Up-to-date information of soil, water and crops are pertinent to informing decisions that prevent potentially contaminated products from reaching consumers. However, traditional management and visualisation of data are constrained in response times and decision-making accuracy as they are often not centralized and performed manually. Developments in information technology (IT) allow for Decision Support System (DSS) tools and algorithms to enhance real-time management of large volumes of data and decision-making in a spatio-temporal context. These IT support functions increase the capacity of stakeholders to focus on the most important matters at hand – ensuring food and consumer safety. This publication presents the challenges and solutions of real-time data management, geo-visualisation and decision making, as well as two case-studies of how innovative IT systems can assist in nuclear emergency response affecting food and agriculture. One of the case studies presented is by the Soil and Water Management and Crop Nutrition Laboratory of the Joint FAO/IAEA Division; the other case study by Japanese Competent Authorities in the aftermath of the Fukushima Daiichi Nuclear Power Plant accident.

The Science of Responding to a Nuclear Reactor Accident summarizes the presentations and discussions of the May 2014 Gilbert W. Beebe Symposium titled "The Science and Response to a Nuclear Reactor Accident". The symposium, dedicated in honor of the distinguished National Cancer Institute radiation epidemiologist who died in 2003, was co-hosted by the Nuclear and Radiation Studies Board of the National Academy of Sciences and the National Cancer Institute. The symposium topic was prompted by the March 2011 accident at the Fukushima Daiichi nuclear power plant that was initiated by the 9.0-magnitude earthquake and tsunami off the northeast coast of Japan. This was the fourth major nuclear accident that has occurred since the beginning of the nuclear age some 60 years ago. The 1957 Windscale accident in the United Kingdom caused by a fire in the reactor, the 1979 Three Mile Island accident in the United States caused by mechanical and human errors, and the 1986 Chernobyl accident in the former Soviet Union caused by a series of human errors during the conduct of a reactor experiment are the other three major accidents. The rarity of nuclear accidents and the limited amount of existing experiences that have been assembled over the decades heightens the importance of learning from the past. This year's symposium promoted discussions among federal, state, academic, research institute, and news media representatives on current scientific knowledge and response plans for nuclear reactor accidents. The Beebe symposium explored how experiences from past nuclear plant accidents can be used to mitigate the consequences of future accidents, if they occur. The Science of Responding to a Nuclear Reactor Accident addresses off-site emergency response and long-term management of the accident consequences; estimating radiation exposures of affected populations; health effects and population monitoring; other radiological consequences; and communication among plant officials, government officials, and the public and the role of the media.

Specifically, the Safety Guide describes the infrastructure and processes needed to provide useful, timely, truthful, consistent, clear and appropriate information to the public in the event of a nuclear or radiological emergency; respond to incorrect information and rumors; and respond to requests for information from the public and from the news and information media. It will help ensure effective and uniform public information and media communications arrangements during nuclear and radiological emergencies. The guidance is applicable for such emergencies, irrespective of the initiator, whether that be natural event, human error, mechanical or other failure, or a nuclear security event.
