This book strives to take stock of current achievements and existing challenges in nuclear verification, identify the available information and gaps that can act as drivers for exploring new approaches to verification strategies and technologies. With the practical application of the systems concept to nuclear disarmament scenarios and other, non-nuclear verification fields, it investigates, where greater transparency and confidence could be achieved in pursuit of new national or international nonproliferation and arms reduction efforts. A final discussion looks at how, in the absence of formal government-to-government negotiations, experts can take practical steps to advance the technical development of these concepts.

Organized by SIPRI, the Nobel Symposium on A Future Arms Control Agenda considered how arms control contributes to a cooperative security system based on the peaceful resolution of disputes and the gradual demilitarization of international relations. This book documents the proceedings, including comprehensive discussions of new elements of the post-Cold War global security system and objectives and limitations of arms control within that evolving system. Special attention is given to the changing roles and responsibilities of the major powers in arms control efforts.

The world is being transformed physically and politically. Technology is the handmaiden of much of this change. But since the current sweep of global change is transforming the face of warfare, Special Operations Forces (SOF) must adapt to these circumstances. Fortunately, adaptation is in the SOF DNA. This book examines the changes affecting SOF and offers possible solutions to the complexities that are challenging many long-held assumptions. The chapters explore what has changed, what stays the same, and what it all means for U.S. SOF. The authors are a mix of leading experts in technology, business, policy, intelligence, and geopolitics, partnered with experienced special operators who either cowrote the chapters or reviewed them to ensure accuracy and relevance for SOF. Our goal is to provide insights into the changes around us and generate ideas about how SOF can adapt and succeed in the emerging operational environment.

Given recent controversies over suspected WMD programs in proliferating countries, there is an increasingly urgent need for effective monitoring and verification regimes—the international mechanisms, including on-site inspections, intended in part to clarify the status of WMD programs in suspected proliferators. Yet the strengths and limitations of these nonproliferation and arms control mechanisms remain unclear. How should these regimes best be implemented? What are the technological, political, and other limitations to these tools? What technologies and other innovations should be utilized to make these regimes most effective? How should recent developments, such as the 2015 Iran nuclear deal or Syria's declared renunciation and actual use of its chemical weapons, influence their architecture? The Politics of Weapons Inspections examines the successes, failures, and lessons that can be learned from WMD monitoring and verification regimes in order to help determine how best to maintain and strengthen these regimes in the future. In addition to examining these regimes' technological, political, and legal contexts, Nathan E. Busch and Joseph F. Pilat reevaluate the track record of monitoring and verification in the historical cases of South Africa, Libya, and Iraq; assess the prospects of using these mechanisms in verifying arms control and disarmament; and apply the lessons learned from these cases to contemporary controversies over suspected or confirmed programs in North Korea, Iran, and Syria. Finally, they provide a forward-looking set of policy recommendations for the future.

Looking at a variety of armament sectors, the book examines how Artificial Intelligence (AI) impacts the fields of armament and arms control, how existing arms control measures will be affected by AI, and what new approaches based on AI have been or are currently developed. The significant increase in computing power, the increasing reliance on software, and the advent of (narrow) AI and deep-learning algorithms all have the potential to lead to disruptive changes for military operations and warfare, rendering many classical arms control instruments less effective, or even useless. On the other hand, AI might lead to completely new arms control approaches, raising the effectiveness and reliability of new verification measures. To provide a common understanding, the book starts by presenting a general introduction to the state of the art in artificial intelligence and arms control, and how the two topics are interrelated. The second part of the book looks at examples from various fields of weapon technology, including weapons of mass destruction (WMD), conventional armament, and emerging technologies. The final section offers a cross-cutting perspective based on the examples presented in the second part. This volume will appeal to students and scholars of international relations, as well as policy-makers and practitioners interested in a better understanding of peace and security studies in general, and armament and arms control in particular with a strong focus on AI.

`A unique and indispensible work that serves both as a basic introduction to the disarmament scene and a reference book for experts′ - Disarmament Times `This compendium of the history and achievements of arms control and disarmament efforts is unique in its kind and is likely to remain so. This for three reasons: first, because of its unparalleled comprehensiveness; second, because of the outstanding quality of its presentation, and, third, because of its author, Jozef Goldblat, one of the world′s leading experts in the field. This triad makes the updated Second Edition of Arms Control: The New Guide to Negotiations and Agreements a must for all concerned with international security in general and arms control in particular′ - Curt Gasteyger, Graduate Institute of International Studies, Geneva `The thesaurus of arms regulation and disarmament...a precious tool for negotiators and treaty makers′ - Ambassador V Petrovsky, Former Secretary-General of the Conference on Disarmament `Being the most comprehensive and authoritative compilation and analysis of arms control agreements available, this is an indispensable reference volume for students and practitioners of arms control and international security. The author has spent a lifetime in the study and practice of international security affairs: where international law and arms control agreements are concerned, there is no one better qualified than him′ - Sverre Lodgaard, Norwegian Institute of International Affairs, Oslo The revised and updated edition of Arms Control: The New Guide to Negotiations and Agreements contains the most authoritative and comprehensive survey ever published of the documents related to arms control. All major agreements reached since the second half of the nineteenth century through to mid-2002 are critically analysed and assessed. The assessment is made in the light of the international security environment, the developments in the field of weapon technology, the threat of nuclear, chemical and biological weapons proliferation, and the efforts to strengthen the humanitarian law of armed conflict. The accompanying CD-ROM reproduces full text and carefully selected excerpts of treaties, conventions, common understandings, statutes, charters, binding decisions of international bodies, final acts of international conferences, exchanges of letters and diplomatic notes. Multilateral agreements are followed by a list of parties. Enriched with new maps, tables and figures, as well as an expanded glossary and bibliography, the book will remain the definitive resource for students of international relations, journalists, diplomats and military strategists. Jozef Goldblat, the author, is Vice-President of the Geneva International Peace Research Institute (GIPRI), Resident Senior Fellow of the UN Institute for Disarmament Research (UNIDIR) and Associate Editor of Security Dialogue, published by SAGE for the International Peace Research Institute, Oslo (PRIO). He has studied the problems of arms control since the 1950s and has been involved in arms control negotiations. From 1969 to 1989 he directed the arms control and disarmament programme of studies at the Stockholm International Peace Research Institute (SIPRI). He has lectured at various universities and has written reports, articles and books on the arms race and disarmament.
