In the aftermath of World War II, as France sought a distinctive role for itself in the modern, postcolonial world, the nation and its leaders enthusiastically embraced large technological projects in general and nuclear power in particular. The Radiance of France asks how it happened that technological prowess and national glory (or “radiance,” which also means “radiation” in French) became synonymous in France as nowhere else. To answer this question, Gabrielle Hecht has forged an innovative combination of technology studies and cultural and political history in a book that, as Michel Callon writes in the new foreword to this edition, “not only sheds new light on the role of technology in the construction of national identities” but is also “a seminal contribution to the history of contemporary France.” Proposing the concept of technopolitical regime as a way to analyze the social, political, cultural, and technological dynamics among engineering elites, unionized workers, and rural communities, Hecht shows how the history of France's first generation of nuclear reactors is also a history of the multiple meanings of nationalism, from the postwar period (and France's desire for post-Vichy redemption) to 1969 and the adoption of a “Frenchified” American design. This paperback edition of Hecht's groundbreaking book includes both Callon's foreword and an afterword by the author in which she brings the story up to date, and reflects on such recent developments as the 2007 French presidential election, the promotion of nuclear power as the solution to climate change, and France's aggressive exporting of nuclear technology.

The book formulates a theory of nuclear socio-political economy which highlights six factors necessary for embarking on nuclear power programs: (1) national security and secrecy, (2) technocratic ideology, (3) economic interventionism, (4) a centrally coordinated energy stakeholder network, (5) subordination of opposition to political authority, and (6) social peripheralization. This volume investigates nuclear energy policies in Western Europe over the entire post-war period, but with special attention to the two most recent decades. The comparative analytical perspective draws on the interplay between voters' attitudes, challenging movements, party competition, and coalition formation. Spanning more than 60 years and 16 countries, the researchers examine the underlying causal processes leading to the observed varieties of Western European nuclear energy policies. Based on a mixed methods approach using both structured case studies as well as quantitative analyses, the study shows that the nature of party competition under given institutional contexts is a key-driver for, as a rule, tactically motivated governmental policy changes and stability, respectively. Part I introduces the practical and theoretical relevance of the topic. It outlines the reasoning of the major scientific contributions with regard to nuclear energy policies, and offers a theoretical alternative to the previous literatures that has been predominantly movements-oriented. Additionally, it provides core economic and political indicators of the changing role of nuclear energy in the countries. Part II consists of seven in-depth case studies where the outlined theoretical perspective is applied. Part III consists of a general summary, short narratives of the countries not covered in case studies, qualitative comparison and an assessment of the factors for policy change from multivariate analysis.

This book studies the extent to which nuclear safety issues have contributed towards the stagnation of nuclear power development around the world, and accounts for differences in safety regulations in different countries. In order to understand why nuclear development has not met widespread expectations, this book focusses on six key countries with active nuclear power programmes: the USA, China, France, South Korea, the UK, and Russia. The authors integrate cultural theory and theory of regulation, and examine the links between pressures of cultural bias on regulatory outcomes and political pressures which have led to increased safety requirements and subsequent economic costs. They discover that although nuclear safety is an important upward driver of costs in the nuclear power industry, this is influenced by the inherent need to control potentially dangerous reactions rather than stricter nuclear safety standards. The findings reveal that differences in the strictness of nuclear safety regulations between different countries can be understood by understanding differences in cultural contexts and the changes in this over time.
