Ensayo del año 2009 en eltema Política - Región: Centro y Sur América, Nota: 100, Universidad Central de Venezuela (Instituto de Estudios Políticos), Materia: Doctorado en Ciencias Políticas, Idioma: Español, Resumen: Este ensayo es un análisis sobre el resurgimiento de la llamada nueva izquierda latinoamericana y su visión sobre la democracia. Incluye una breve revisión sobre el concepto de izquierda y su concepción en la América Latina, especialmente, en la última década del siglo XX e inicios del siglo XXI. Estudia, además, la definición de democracia participativa que difunde esta tendencia en el presente siglo, analizando el caso de la Venezuela de Hugo Chavez y la Revolución Bolivariana. El ensayo presenta un análisis sobre alos factores que influyeron para el despertar de los movimientos y gobiernos que se autodenominan de nueva izquierda en la región, que se declaran contrarios al neoliberalismo y que se presentan como alternativas al modelo capitalista, democrático liberal y globalizante. El estudio incluye una revisión sobre el “Socialismo del siglo XXI”, cuya concepción pragmática nos ha llevado a modelos populistas clásicos, de corte autoritario, con la retórica discursiva que contrapone la oligarquía-pobres, justicia social, igualación hacia abajo, rupturas de instituciones elitistas y sobretodo, de la centralización del poder en manos de caudillos que hacen cambios constitucionales para darle carácter de legalidad a todas las actuaciones de los gobiernos, que en su mayoría, son violatorias del estado de derecho, eje central de la democracia representativa. Aborda la tesis que la izquierda latinoamericana ha experimentado un proceso de revisión y de autocrítica de la cual, aún, no luce fortalecida. En los últimos años, esta izquierda confundida, pareciera estar resurgiendo en la arena institucional de algunos países. Muchos analistas se han atrevido a afirmar que la política se está moviendo al ala de la izquierda, luego de un supuesto retroceso que han experimentado los gobiernos de corte “neoliberal” en la región latinoamericana.

Unlike other regions around the world, several Latin American countries have managed to reduce income inequality over the last decade. Higher growth rates and growing employment, but also innovative wage policies and social programs, have contributed to reducing poverty and narrow income disparities. Yet, despite this progress, nation-states in the region demonstrate little capacity to substantially change their patterns of deeply rooted inequalities. Focusing on the limits and challenges of redistributive policies in Latin America, this volume synthesizes and updates the discussion of inequality in the region, introducing the perspective of global and transnational interdependencies. The book explores the extent to which redistributive policies have been interlinked with the provision and quality of public goods as well as with structural changes of the productive sector. Inspired by structuralist and neostructuralist thinking of Latin American economists, such as Raúl Prebisch and Celso Furtado, authors question the redistributive impact of the interplay of recent macroeconomic, fiscal and social policies, particularly under left and center-left administrations committed to greater equality.
