Pertenciam a pessoas físicas ou jurídicas, em regime de clã ou de família, sem participaçãoo de elementos estranhos, mesmo quando estes se tornavam devotados colaboradores administrativos. A análise da situação sócio-econômica do Brasil deixava claro o retardamento da agricultura no processo evolutivo que caracteriza o mundo moderno. Apesar do extraordinário potencial deriqueza, o Brasil não desfrutava de uma posição compatível com o progresso universal, sofrendo em decorrência do atraso de sua agricultura, as consequências do sub-desenvolvimento econômico em algumas áreas que se tornaram críticas devido ao baixo padrão de vida predominante entre os seus respectivos habitantes.
