Este livro convida o leitor a fazer uma reflexão acerca do modelo de desenvolvimento implantado no Brasil, a partir da última década do século XX, tomando uma direção oposta à de outros países emergentes, a exemplo da China, que se notabilizou pela rápida expansão industrial assentada na inovação tecnológica. Renunciando à posição conquistada até os anos 1980, o Brasil subutilizou a demanda potencial do mercado doméstico, reduzindo a participação relativa da indústria no valor adicionado bruto (VAB), muito antes de sua consolidação, enquanto o setor de serviços vem crescendo de forma subordinada à difusão tecnológica engendrada pelo centro dinâmico da economia global. Amargando rebaixamento no PIB internacional, o país explicita uma regressão econômica com reprimarização das exportações sob o comando da tríade mineração-pecuária-agricultura, com reflexos sobre a divisão internacional do trabalho e sobre o novo padrão de transferência de riqueza aos países ricos. Marcio Pochmann é doutor pela Universidade Estadual de Campinas (Unicamp), onde é professor titular do Instituto de Economia e pesquisador do Centro de Estudos Sindicais e Economia do Trabalho (Cesit-Unicamp). Autor de mais de 60 livros, entre eles Novos horizontes na quarta transformação estrutural (Editora da Unicamp, 2022). Além de pesquisador, acumula experiências na gestão pública: é o atual presidente do Instituto Brasileiro de Geografia e Estatística (IBGE) e já presidiu o Instituto de Pesquisa Econômica Aplicada (Ipea). Luciana Caetano da Silva é doutora pela Universidade Estadual de Campinas (Unicamp) e professora da Faculdade de Economia, Administração e Contabilidade da Universidade Federal de Alagoas (Ufal). É pesquisadora líder do Grupo de Pesquisa Dimensões e Dinâmica do Mundo do Trabalho (GDIMT) e autora de O elo entre desigualdade regional e desigualdade social (Fundação Perseu Abramo e Edufal, 2019).

The Human Development Report, now in its eighth annual edition, continues its tradition of updating the unique Human Development Indicators comparing human development in most countries of the world, and the data tables on all aspects of human development. The 1997 edition focuses on the goal of eradicating extreme poverty in the early 21st century and views this goal as completely attainable, regarding it as a moral imperative to which almost all countries committed themselves at the World summit for Social Development in 1995.The foundation for the 20th centurys accelerated progress in reducing poverty began with the start of the Industrial Revolution in Europe and North America. The second great period of poverty reduction started in the 1950s in the developing countries with the end of colonialism, and in the past 50 years poverty has fallen more than in the previous 50 centuries. Despite these major achievements however, about a quarter of the developing worlds people still live in absolute poverty and 40% of South Asia and Sub-Saharan Africa are trapped in absolute poverty. Some industrial countries such as the United Kingdom and the United States have seen a rise in poverty in recent decades.The momentum that has occurred thus far against poverty must continue rather than backslide. The Human Development Report reviews this challenge from its unique perspective providing an overview of global poverty trends and assessing the scale of today's poverty problems worldwide. The Report also examines six priorities for tackling poverty at the country level and sets a global agenda for supportive action.Given the positive trends of the 20th century, the Report argues that eradicating absolute poverty in the first two decades of the 21st century is a completely feasible and affordable goal. To achieve this goal, the international community needs to focus on the poorest and least developed countries, and each country needs to reinforce the positive trends with accelerated action, helping to reverse the menacing setbacks.

This book examines “the great contraction” of 2007–2010 within the context of the neoliberal globalization that began in the early 1980s. This new phase of capitalism greatly enriched the top 5 percent of Americans, including capitalists and financial managers, but at a significant cost to the country as a whole. Declining domestic investment in manufacturing, unsustainable household debt, rising dependence on imports and financing, and the growth of a fragile and unwieldy global financial structure threaten the strength of the dollar. Unless these trends are reversed, the authors predict, the U.S. economy will face sharp decline.Summarizing a large amount of troubling data, the authors show that manufacturing has declined from 40 percent of GDP to under 10 percent in thirty years. Since consumption drives the American economy and since manufactured goods comprise the largest share of consumer purchases, clearly we will not be able to sustain the accumulating trade deficits.Rather than blame individuals, such as Greenspan or Bernanke, the authors focus on larger forces. Repairing the breach in our economy will require limits on free trade and the free international movement of capital; policies aimed at improving education, research, and infrastructure; reindustrialization; and the taxation of higher incomes.

This book analyses and critically evaluates the development of two key components of China’s economy: the network of productive enterprises, and the national innovation system, from the inception of market-oriented reforms to the present day. The approach is a partly novel one, albeit inspired to classical political economy, rooted in the structure and evolution of social relations of production and exchange and of the institutional setting in these two crucial domains. The main findings are twofold: First, the role of planning and public ownership, far from withering, has being upheld and qualitatively enhanced, especially throughout the most recent stages of industrial reforms. Second, enterprises are increasingly participating - along with universities and research centers - in a concerted and historically unparalleled effort to dramatically upgrade China’s capacity to engage in indigenous innovation. As a result, China’s National Innovation System has been growing and strengthening at a pace much faster than that of the national economy as a whole. The book also presents a speculative and provisional perspective on the validity, and meaning, of the claim that the country’s socioeconomic system is indeed a form of socialism with Chinese characteristics.
