A obra O financiamento da educação básica e os interesses das classes e das frações de classes burguesas no Brasil tem como tema central a política pública de financiamento da educação básica e os condicionantes da atuação política das classes e frações de classes burguesas entre os anos de 2006 e 2020. No entanto, não trata a política pública educacional como um epifenômeno dos condicionantes econômicos. Para isso, dedica apurada atenção ao papel que cumpre o Estado burguês e, consequentemente, à função política que cumprem os processos constituintes, as Constituições e as mudanças nos regramentos da política educacional. Apesar da relevância que as leis e os documentos tiveram para o conjunto da obra, visto que é desenvolvida a partir da categoria da totalidade, a análise propriamente dita deteve-se na Lei 13.005/2014, que institui o PNE (2014-2024). Essa decisão tem como referência a formulação de Dourado (2017b), que trata o PNE como o epicentro da política educacional brasileira. O debate sobre a o financiamento da educação é abordado neste livro de uma forma bastante original, uma vez que se detém aos processos sociais mais fundamentais sob a vigência do modo de produção capitalista, que são aqueles travados entre as classes e frações de classes sociais. Ao tratarmos do tema a partir de elementos históricos e atuais, evidenciamos o quanto ele é estruturante para pensar e agir sobre a política educacional brasileira. Por isso, este é um livro destinado a professoras e professores da educação básica e superior, estudantes de licenciatura, pesquisadores e militantes de movimentos sociais que atuam na defesa da educação pública de gestão pública, laica e socialmente referenciada nas classes trabalhadoras.

Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better.
