Este libro es la obra más amplia y completa que existe sobre la historia política del País Vasco en la II República, porque abarca tres temas claves. En primer lugar, estudia la importante evolución del nacionalismo vasco desde la caída de la Dictadura de Primo de Rivera, en 1930, hasta el estallido de la Guerra Civil en 1936, tanto el potente PNV en la derecha como la débil Acción Nacionalista Vasca en la izquierda. En segundo lugar, analiza la cuestión de la autonomía vasca por ser el eje central sobre el que giró la vida política de Euskadi en la República, pues el Estatuto no se aprobó hasta octubre de 1936, en plena Guerra Civil. Y, en tercer lugar, examina las relaciones entre las fuerzas políticas vascas a través de las cuestiones autonómica y religiosa, sus conflictos, a menudo violentos, y su participación en las elecciones municipales y generales, que reflejaron el intenso pluralismo vasco de la preguerra, agrupado en tres grandes bloques: las derechas españolistas, el nacionalismo vasco y las izquierdas republicano-socialistas, los vértices del triángulo político casi equilátero de 1936. Este libro historia la trayectoria de Acción Nacionalista Vasca en los años republicanos, su lucha constante por conseguir el Estatuto de autonomía para Euskadi y su alianza electoral con el Bloque republicano-socialista en 1931 y con el Frente Popular en 1936. Entonces la política posibilista de ANV se situó en las antípodas del nacionalismo radical, encarnado por el grupo independentista Jagi-Jagi, y constituyó un ejemplo del nacionalismo vasco heterodoxo, que fue una tercera corriente en el seno de dicho movimiento: la más alejada de la doctrina fundacional de Sabino Arana y muy distinta tanto del nacionalismo moderado como del radical.
