A UNE é fruto do movimento estudantil que foi se organizando ao longo dos anos, tendo grande participação dos bacharéis em Direito em virtude dos primeiros cursos superiores instalados no Brasil, em 1827. São esses estudantes que irão fundar as primeiras associações literárias e científicas na região Sudeste, culminando nos mais importantes Centros Acadêmicos do país, como o XI de Agosto (SP) e o Cândido de Oliveira (RJ), bem como participando ativamente dos principais acontecimentos políticos nacionais. Conglomerando estudantes de diferentes matizes político-ideológicas, a UNE nasceu em 1937 e, de dentro da Casa do Estudante do Brasil (CEB), traçou suas primeiras diretrizes. Com base na "tradição" e "memória" do movimento estudantil, a UNE formou a sua identidade política e, juntamente com os estudantes e boa parte da sociedade civil, se opôs ao regime autoritário instituído por Getúlio Vargas, elaborou propostas para a Reforma Educacional, apoiou os países Aliados na 2a Guerra Mundial e contribuiu com a Força Expedicionária Brasileira (FEB), pois muitos jovens estudantes foram para a linha de frente do conflito bélico. Certamente, esse é o período (1937–1945) de maior eficiência da União Nacional dos Estudantes, pois esta soube reprimir as forças políticas totalitárias que ameaçavam o futuro do país e, ao mesmo tempo, enalteceu a força da juventude brasileira.

The 1960s have yet to be adequately explained. After a decade of "Sixties -bashing" and mass media romanticizing, after a host of "second wave" books reexamining portions of the 1960s, there is a need to integrate the experience of those years into a larger framework of understanding. The Sixties Experience is a coherent and uniquely comprehensive assessment of the meaning of that time for the contemporary world. "Sixties movements," observes Edward P. Morgan, "were grounded in a democratic vision that is as compelling today as it was then: a belief that all people should be included as full members of society, that individuals become empowered through meaningful social participation, and that politics ought to be grounded on respect and compassion for the individual person."
