Che cosa si intende con “paternalismo libertario”? E perché tale nuova tecnica di governo, se adottata, metterebbe a rischio la nostra libertà? I sostenitori di questo approccio, come il premio Nobel per l’economia Richard H. Thaler, ritengono che sia possibile accrescere, con strumenti non coercitivi, il benessere degli individui spingendoli “gentilmente” verso le scelte che farebbero in condizioni di piena razionalità. Dopo aver richiamato brevemente le origini e lo sviluppo dell’economia comportamentale, ossia il campo di studio alla base del paternalismo libertario, il libro passa al vaglio i fondamenti della teoria del nudge o “spinta gentile”, evidenziandone limiti e incongruenze. I fautori del paternalismo libertario ritengono che esista un solo modo di essere razionali, senza tenere conto della diversità delle preferenze e delle situazioni individuali, e che debba essere lo Stato a rimediare alle “trappole mentali” o bias cognitivi, senza fornire prove della superiorità dell’intervento pubblico rispetto alle azioni autocorrettive delle persone e agli strumenti di mercato. II paternalismo libertario, che consiste in un vero e proprio ossimoro, presenta inoltre problemi etici, configurando un nuovo metodo di governo che sfrutta le inadeguatezze cognitive degli individui per indurli a compiere determinate scelte. L’interferenza che i nudge manipolativi producono nel processo decisionale lede pertanto l’autonomia individuale e pone il problema del controllo democratico su questa nuova forma di potere.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

This global status report on prevention and control of NCDs (2014), is framed around the nine voluntary global targets. The report provides data on the current situation, identifying bottlenecks as well as opportunities and priority actions for attaining the targets. The 2010 baseline estimates on NCD mortality and risk factors are provided so that countries can report on progress, starting in 2015. In addition, the report also provides the latest available estimates on NCD mortality (2012) and risk factors, 2010-2012. All ministries of health need to set national NCD targets and lead the development and implementation of policies and interventions to attain them. There is no single pathway to attain NCD targets that fits all countries, as they are at different points in their progress in the prevention and control of NCDs and at different levels of socioeconomic development.
