"This chapter explains the four principal issues that are explored in this book. The four items on the Putative Contrasts List summarize these issues: (1) Both moral responsibility and moral obligation require freedom but whereas, seemingly, the former does not require freedom to do otherwise, the latter does. (2) Semicompatibilism regarding responsibility (or obligation) is the thesis that even if determinism is incompatible with freedom to do otherwise, it is compatible with responsibility (or obligation). Arguably, while responsibility semicompatibilism is plausible, obligation semicompatibilism is far less tenable. (3) Externalism about responsibility or obligation is the view that how you acquire apt antecedents of action, such as beliefs, desires, and values, may influence whether you are responsible for, or are morally obligated to do, something. It appears that whereas responsibility externalism is true, there is little or no reason to believe that obligation externalism is true. (4) While obligations can change with time's passage, blameworthiness cannot. The general conclusion argued for is that the only item on this list that captures a real difference is item (3). Obligation and responsibility are far more similar to each other than items (1), (2), and (4) suggest. A chapter-by-chapter synopsis concludes the discussion"--

This book critically examines arguments about ‘obligation’ and ‘responsibility’ in relation to the responsibility to protect (R2P) and situates it within wider moral argumentation concerning the role of culpability, answerability, and human rights in international affairs. It discusses the ways in which R2P has been imagined and contested in order to illuminate some possible trajectories through which its potential might be actualized. Crucial to the development of a more ‘responsible’ world politics will be the recognition that formal inter-state ‘regimes’ of responsibility will need to be embedded within wider social ‘fields’ of responsibility constituted by the participation of attentive and mobilized global citizens ready to hold elites accountable. This book provides novel ideas to better understand the role of rhetoric and moral argumentation in international relations. This work is conceived as a modem study of the relationships of the concept of human freedom with the moral concepts of responsibility and obligation and other closely allied notions. One pitfall into which writers on my sub jects have occasionally fallen has been that of spending too much time in critically examining positions and arguments which no sane philosopher has ever offered. In order to guard against the danger of debating with "straw men," I have attempted to engage in critical conversations with several twentieth century writers on my theme. I have attempted to pay special at tention to a handful of writers who have written extremely important and influential discussions and who are representatives of a diversity of per spectives on the issues involved. In particular, I have taken note of the work of two determinists, Sir David Ross and Hastings Rashdall, a libertarian, C. A. Campbell, and a reprel>entative of the more recent linguistic-analytic approach, P. Nowell-Smith. Many other important writers have been brought in at crucial points in the conversation. But this is not a history of the problem in the 20th century. Rather, it is a critical, systematic study of a problem or set of related problems. This work may be divided roughly into two parts, a metaphysical-psycho logical part comprising the first three chapters, and a metaethical-ethical part consisting of the last three chapters.

Ton van den Beld This book is one of the results of the international conference on Moral Responsibility and Ontology, which was held at Utrecht University in 1 June 1998. It contains a selection of the revised versions of the papers discussed at the conference. The theme is in need of some clarification. In the first place, 'responsi bility' is an ambiguous term. Although addition of the adjective 'moral' reduces the variety of its meanings (for example, moral responsibility cannot be confused with causal responsibility), different interpretations are still possible. Thus, the care of dependent children is a parental moral responsibility. That is, parents have the moral obligation to care for their children. It is their moral task, or role, to do so. If they fail to fulfil this obligation, they might be morally responsible for the result of this failure. Here, another meaning of 'moral responsibility' is involved: the children's misery might be imputed to their parents. They may be liable to blame. Moral responsibility in this sense is what the conference was and this book is about. It is about the conditions which must be met for a person to be justly held responsible for his or her moral faults and failures.
