El 10 de enero de 2016 se cumplió la mitad del período presidencial en Venezuela, el cual al haber comenzado el 10 de enero de 2013, de conformidad con el artículo 72 de la Constitución, los ciudadanos podían iniciar el trámite para convocar el referendo revocatorio de ese mandato presidencial, en ejercicio del derecho de participación ciudadana en asuntos públicos. El único requisito sustancial exigido por el artículo 72 de la Constitución para ejercer ese derecho, era que la convocatoria del referendo debía ser requerida por un número equivalente a, cuando menos, el veinte por ciento (20%) de los electores inscritos. Debido al vacío legal existente en el Derecho electoral venezolano en materia de referendos, el trámite para solicitar el referendo revocatorio estaba regulada en Resolución N° 070906-2770 del Consejo Nacional Electoral, publicada en la Gaceta Electoral de N° 405, de 18 de diciembre de 2007, la cual había creado trámites innecesarios que limitaron el ejercicio del derecho al referendo revocatorio. De manera destacada, esa Resolución exigía como condición previa a la tramitación del referendo revocatorio por un partido u organización política, la recolección de manifestaciones de voluntad equivalentes a cuando menos, el uno por ciento (1%) de los electores. A pesar de esas trabas, y en ejercicio del derecho al referendo revocatorio, el partido político "Mesa de la Unidad Democrática," inició el correspondiente trámite mediante solicitud presentada al Consejo Nacional Electoral el 9 de marzo de 2016. La solicitud tuvo un propósito muy concreto: solicitar al Consejo Nacional Electoral que emitiese el formato de validación necesario para poder recabar, previamente, manifestaciones de voluntad equivalentes a cuando menos el uno por ciento (1%) de los electores. A partir de ese día, el Consejo Nacional Electoral retrasó el ejercicio del derecho al referendo revocatorio, creando trámites y controles no previstos ni en la citada Resolución, ni en las Leyes aplicables al Poder Electoral, resultando como consecuencia de esos nuevos trámites, que el ejercicio del derecho al referendo revocatorio haya sido ilegítimamente obstaculizado. Las arbitrariedades cometidas por el Consejo Nacional Electoral culminaron la noche del 20 de octubre de 2016, cuando el Consejo decidió "suspender" todo el procedimiento del referendo revocatorio, al "acatar" las sentencias dictadas por Tribunales Penales que, actuando fuera de su competencia, ordenaron suspender en ciertos Estados ese procedimeinto. Con esa decisión, el Consejo Nacional Electoral materializó la violación del derecho al referendo revocatorio, impidiendo la realización de ese referendo como un mecanismo electoral, constitucional y pacífico para resolver la crisis venezolana, todo lo cual se analiza en este nuevo libro del Profesor José Ignacio Hernández.

Political scientists have long classified systems of government as parliamentary or presidential, two-party or multiparty, and so on. But such distinctions often fail to provide useful insights. For example, how are we to compare the United States, a presidential bicameral regime with two weak parties, to Denmark, a parliamentary unicameral regime with many strong parties? Veto Players advances an important, new understanding of how governments are structured. The real distinctions between political systems, contends George Tsebelis, are to be found in the extent to which they afford political actors veto power over policy choices. Drawing richly on game theory, he develops a scheme by which governments can thus be classified. He shows why an increase in the number of "veto players," or an increase in their ideological distance from each other, increases policy stability, impeding significant departures from the status quo. Policy stability affects a series of other key characteristics of polities, argues the author. For example, it leads to high judicial and bureaucratic independence, as well as high government instability (in parliamentary systems). The propositions derived from the theoretical framework Tsebelis develops in the first part of the book are tested in the second part with various data sets from advanced industrialized countries, as well as analysis of legislation in the European Union.
