"The Commonwealth of Nations comprises 54 nations bound by a common thread of inherited democratic principles that have been deepened and expanded over time. In this work, author Carl Dundas, a key player in election observation, reviews the work of Commonwealth election observers and identifies some of the lessons to be learnt from the experiences of several observation missions. The period 1990 2000, covering 32 missions is examined and the collective experience of flawed election processes valued and weighed against the impact of local conditions to allow citizens the opportunity to exercise their franchise freely. Of particular interest is the commentary on the one-party, military or apartheid regimes that were transformed into multiparty democracies. The trials faced by the management bodies of transitional elections in creating a level playing field for the contesting political parties and keeping the election process transparent were significant and particularly challenging. Observing Elections is a special edition of the Integrationist and a useful text for anyone interested in development politics and Commonwealth studies. "

International Election Observation In The Commonwealth Caribbean written by Lisa Ann Vasciannie and has been published by Palgrave Macmillan this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-08-10 with Political Science categories.

This book examines the practice of international election observation in a Caribbean context. It presents a survey of the Commonwealth Caribbean perspective and a concise case study of Guyana between 1964 and 2015. This research traces the roots of election observation and how this practice became integrated into the landscape of Caribbean electoral politics. More specifically, the study examines the process by which election observers have become key actors in elections in the Commonwealth Caribbean. One of the issues the book contemplates is why Caribbean countries accept the imposition of observation within the context of sovereignty. The case of Guyana and other Anglophone Caribbean states shows the costs of not having observers have been multidimensional and have eclipsed concerns of respecting state sovereignty.

Monitoring Democracy written by Judith G. Kelley and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-03-25 with Political Science categories.

In recent decades, governments and NGOs--in an effort to promote democracy, freedom, fairness, and stability throughout the world--have organized teams of observers to monitor elections in a variety of countries. But when more organizations join the practice without uniform standards, are assessments reliable? When politicians nonetheless cheat and monitors must return to countries even after two decades of engagement, what is accomplished? Monitoring Democracy argues that the practice of international election monitoring is broken, but still worth fixing. By analyzing the evolving interaction between domestic and international politics, Judith Kelley refutes prevailing arguments that international efforts cannot curb government behavior and that democratization is entirely a domestic process. Yet, she also shows that democracy promotion efforts are deficient and that outside actors often have no power and sometimes even do harm. Analyzing original data on over 600 monitoring missions and 1,300 elections, Kelley grounds her investigation in solid historical context as well as studies of long-term developments over several elections in fifteen countries. She pinpoints the weaknesses of international election monitoring and looks at how practitioners and policymakers might help to improve them.

Chief Emeka Anyaoku, third Commonwealth Secretary-General and the first African holder of the office, has immense international experience and commands wide international respect, having been a key player in world diplomacy. Emeka Anyaoku has a long involvement with the Commonwealth, having been Assistant Director, and then Director of International Affairs (1966-75); Assistant Secretary-General (1975-77); and Deputy Secretary-General (1978-83 and 1984-89). His first elected term as Secretary-General began in 1990. This selection of insightful and inspirational speeches, mainly from Anyaoku's first period of office (1990-95), on major world events and themes highlights the role he has played in world affairs. It also shows the often unrecognized strength and influence of the Commonwealth in altering the course of history for the improvement of the lot and condition of mankind-particularly where deep deprivation and absence of basic human rights are involved. Emeka Anyaoku's selected speechesare grouped into a series of themes: The Changing Commonwealth; Democracy; The Commonwealth and the Making of the New South Africa; Sustainable Development; Development and Democracy in Africa; Nigeria in Transition; Peace and Security in a Pluralistic World; Toward a Common Humanity. In a context-setting introduction, Chief Anyaoku explains the choice of speeches, drawing out common threads. He also has a word about the title of the book, which reflects the "missing headlines", the often unreported aspects of the Commonwealth's work. This book will, Anyaoku hopes, 'reveal some of these "missing headlines" and encourage greater public debate on the work of the Commonwealth. As we enter the newmillennium, this book offers a major insight into key issues and emerging international concerns.

Democracy and Electoral Politics in Zambia aims to comprehend the current dynamics of Zambia’s democracy and to understand what was specific about the 2015/2016 election experience. While elections have been central to understanding Zambian politics over the last decade, the coverage they have received in the academic literature has been sparse. This book aims to fill that gap and give a more holistic account of contemporary Zambian electoral dynamics, by providing innovative analysis of political parties, mobilization methods, the constitutional framework, the motivations behind voters’ choices and the adjudication of electoral disputes by the judiciary. This book draws on insights and interviews, public opinion data and innovative surveys that aim to tell a rich and nuanced story about Zambia’s recent electoral history from a variety of disciplinary approaches. Contributors include: Tinenenji Banda, Nicole Beardsworth, John Bwalya, Privilege Haang’andu, Erin Hern, Marja Hinfelaar, Dae Un Hong, O’Brien Kaaba, Robby Kapesa, Chanda Mfula, Jotham Momba, Biggie Joe Ndambwa, Muna Ndulo, Jeremy Seekings, Hangala Siachiwena, Sishuwa Sishuwa, Owen Sichone, Aaron Siwale, Michael Wahman.

The Arab spring, protest movements in the EU, Russia, Turkey or elsewhere, are often labeled as twitter-revolutions. A crucial role is attributed to the new media, coverage of events abroad and ensuing mutual reactions. With the dissemination of print, revolts in early-modern times faced the challenge of a similar media-revolution. This influenced the very face of the events that could become full-fledged propaganda wars once the insurgents had won access to the printing press. But it also had an impact on revolt-narratives. Governments severely persecuted dissident views in such delicate issues as revolts. Observers abroad had no such divided loyalties and were freer to reflect upon the events. Therefore, the book focuses mainly on representations of revolts across borders.

Virtually every important question of public policy today involves an international organization. From trade to intellectual property to health policy and beyond, governments interact with international organizations in almost everything they do. Increasingly, individual citizens are directly affected by the work of international organizations. Aimed at academics, students, practitioners, and lawyers, this book gives a comprehensive overview of the world of international organizations today. It emphasizes both the practical aspects of their organization and operation, and the conceptual issues that arise at the junctures between nation-states and international authority, and between law and politics. While the focus is on inter-governmental organizations, the book also encompasses non-governmental organizations and public policy networks. With essays by the leading scholars and practitioners, the book first considers the main international organizations and the kinds of problems they address. This includes chapters on the organizations that relate to trade, humanitarian aid, peace operations, and more, as well as chapters on the history of international organizations. The book then looks at the constituent parts and internal functioning of international organizations. This addresses the internal management of the organization, and includes chapters on the distribution of decision-making power within the organizations, the structure of their assemblies, the role of Secretaries-General and other heads, budgets and finance, and other elements of complex bureaucracies at the international level. This book is essential reading for scholars, practitioners, and students alike.
