This report deals with a particular class of simulation experiments - those designed to evaluate the use of data from a given observing system in numerical weather analysis and forecasting. Simulation of data is an attractive option when evaluating a proposed observing system for which no real data are yet available, or when the experiment requires reference to atmospheric observations that can be considered perfect. This report provides an overview of the use of observing systems simulation experiments (OSSEs) in meteorology. We discuss the reasons that OSSEs have been employed. The history of OSSE applications is summarized, the apparent limitations of the method are listed, and future prospects of OSSEs are discussed.

A collection of contributions from many experts from space research institutions in a joint US-Taiwan project, COSMIC - Application of Constellation Observing System for Meteorology, Ionosphere and Climate. The COSMIC project data will complement other observing systems and improve global weather analyses. These improved data analyses and forecast will provide significant benefits to aviation and other industries that accurate meteorological forecast are needed . The COSMIC project is a science experience to demonstrate the utility of atmospheric limb surroundings from a constellation of eight low-earth orbiting satellites in operational weather prediction, space weather monitoring and space geodesy.

"Building and maintaining observing systems with new instruments is extremely costly, particularly when satellites are involved. Any objective method that can evaluate improvement in forecast skill due to the selection of instruments and instrument configurations has been sought after. For future instruments, the forecast skill evaluation needs to be performed using simulation experiments. These experiments are known as Observing System Simulation Experiments (OSSEs). Although an OSSE itself is a very expensive project, the cost of OSSEs is a small fraction of the cost of actual observing systems when satellites are involved. Besides, by using OSSEs current operational data assimilation systems can be prepared to handle new data and the operational use of data from future instruments and observing systems can be accelerated. Through the NPOESS OSSE project, future observing systems will be designed to optimize the use of data assimilation systems (DA) and forecast systems to improve weather forecasts for the maximum societal and economic impact (Arnold and Dey 1986, Lord et al 1997, Atlas 1997). Data assessments using simulation experiments will allow the quantitative evaluation of future observing systems and instruments"--Introduction.

The National Oceanic and Atmospheric Administration (NOAA) uses precipitation data in many applications including hurricane forecasting. Currently, NOAA uses data collected from the Tropical Rainfall Measuring Mission (TRMM) satellite that was launched in 1997 by NASA in cooperation with the Japan Aerospace Exploration Agency. NASA is now making plans to launch the Global Precipitation Measurement (GPM) mission in 2013 to succeed TRMM, which was originally intended as a 3 to 5 year mission but has enough fuel to orbit until 2012. The GPM mission consists of a "core" research satellite flying with other "constellation" satellites to provide global precipitation data products at three-hour intervals. This book is the second in a 2-part series from the National Research Council on the future of rainfall measuring missions. The book recommends that NOAA begin its GPM mission preparations as soon as possible and that NOAA develop a strategic plan for the mission using TRMM experience as a guide. The first book in the series, Assessment of the Benefits of Extending the Tropical Rainfall Measuring Mission (December 2004), recommended that the TRMM mission be extended as long as possible because of the quality, uniqueness, and many uses of its data. NASA has officially extended the TRMM mission until 2009.

Real Time Coastal Observing Systems For Marine Ecosystem Dynamics And Harmful Algal Blooms written by Babin, Marcel and has been published by UNESCO this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008-06-05 with Nature categories.
The proliferation of harmful phytoplankton in marine ecosystems can cause massive fish kills, contaminate seafood with toxins, impact local and regional economies and dramatically affect ecological balance. Real-time observations are essential for effective short-term operational forecasting, but observation and modelling systems are still being developed. This volume provides guidance for developing real-time and near real-time sensing systems for observing and predicting plankton dynamics, including harmful algal blooms, in coastal waters. The underlying theory is explained and current trends in research and monitoring are discussed.Topics covered include: coastal ecosystems and dynamics of harmful algal blooms; theory and practical applications of in situ and remotely sensed optical detection of microalgal distributions and composition; theory and practical applications of in situ biological and chemical sensors for targeted species and toxin detection; integrated observing systems and platforms for detection; diagnostic and predictive modelling of ecosystems and harmful algal blooms, including data assimilation techniques; observational needs for the public and government; and future directions for research and operations.
