Challenges To Enterprise Performance In The Face Of The Financial Crisis written by and has been published by World Bank Publications this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-06-10 with Business & Economics categories.

This report addresses the core components of enterprise activity, namely, the factors of production and the public infrastructure to support them. In the period just before the financial crisis, a number of elements, such as access to finance, skills and education of labor, and infrastructure emerged as important obstacles to enterprise growth. The aggregate level of enterprise activity and its productivity largely depend on the availability and quality of these components. The relative importance of these obstacles has evolved over time, reflecting structural reforms and progress in improving the business environment. Some of these constraints may have eased because of the crisis, but their presence during a period of economic growth suggests that there are important, unfinished structural reforms among countries in the ECA region. This report explores the impact of these constraints on firm performance in 29 Eastern European and Central Asian countries. The results show that enterprises in the region face varying levels of pressure depending on their features, location, resources directly accessible to them, and characteristics of country governance and regulatory frameworks. The report takes stock of enterprise sector performance along these three key dimensions near the end of two decades of the transition process. It is therefore critical to understand where firms in these countries stand now in terms of their relative access to finance, labor markets and quality of labor, and infrastructure capacity.

Recent decades have seen substantial growth in the range of assistance programmes for SMEs and entrepreneurs across the world. Once regarded as peripheral to the economy and public policy, the role of small firms and of entrepreneurship is now recognized as of key importance in the economic growth and development strategies of many nations. The range of interventions and support focused on promoting SMEs and entrepreneurship is substantial and expanding, so Government, SMEs and Entrepreneurship Development asks ’what are some of the main policy instruments being used, and how effective are they?’ It considers policies in different countries, examines key interventions and tools used to promote entrepreneurship and SME development and concludes with contributions on how to best evaluate their effectiveness. The contributor chapters by academics and practitioners from businesses, enterprise development agencies and governments, are empirical or evidence-based and use both quantitative and qualitative approaches. Drawing on experience from a wide range of both developed and emerging countries and economies, the contributions focus on the broad strategies that different governments and communities have adopted to foster entrepreneurship and SMEs; the policy tools and instruments that can be used to promote small business and entrepreneurship; and on the outcomes of policy instruments and the methods used to evaluate interventions. Their findings will help researchers, policy-makers, economic development officers, civil servants, elected officials, and business associations to better understand the issues in this important field.

Five years since the fall of the Berlin Wall, and after an initial phase largely perceived as successful from the point of view of macroeconomic stabilisation and of the emergence of new private sectors, the transition process in central and eastern Europe is now facing a number of "structural" obstacles that stand in the way of more rapid and radical advances in the formation of a market economy. This working paper collects the contributions made by the invited participants to a Panel Session organised by Philippe Aghion and Nicholas Stern at the 1994 Annual Congress of the European Economic Association held in Maastricht on 3-5 September 1994. Topics covered include: Obstacles to recovery in transition economies; Housing and labour markets in the east; Obstacles to restructuring post privatisation in central and eastern Europe.
