These days, it is easy to be cynical about democracy. Even though there are more democratic societies now (119 and counting) than ever before, skeptics can point to low turnouts in national elections, the degree to which money corrupts the process, and the difficulties of mass participation in complex systems as just a few reasons why the system is flawed. The Occupy movement in 2011 proved that there is an emphatic dissatisfaction with the current state of affairs, particularly with the economy, but, ultimately, it failed to produce any coherent vision for social change. So what should progressives be working toward? What should the economic vision be for the 21st century? After Occupy boldly argues that democracy should not just be a feature of political institutions, but of economic institutions as well. In fact, despite the importance of the economy in democratic societies, there is very little about it that is democratic. This book analyzes the Tea Party and Occupy Wall Street as symptoms of the structural crisis of US capitalism and its class structure. It shows that the protests have to be understood as rooted in the petty bourgeoisie’s lived experience of crisis, which also plays a crucial role in current political developments like the successful presidential campaign of Donald Trump. The book explains the Great Recession as an acute phase of the structural crisis of the finance-dominated accumulation regime, identifies the social classes from which the core-participants of the respective protests recruited themselves and the socioeconomic developments to which they were exposed in the years leading up to the protests, and interprets interviews and group discussions conducted with activists to reconstruct the habitus that structured both their experience of the crisis and their resonance with the respective protest practices. It thereby provides an encompassing understanding of the social logics not only of these social movements, but of the current political conjuncture in the US.

For all their lack of a unified, coherent program, the Occupy Wall Street protestors can be seen as the latest in a long series of anti-financial sector critiques. This report presents examples of political statements about the fundamental costs and benefits of finance and recent economic research that points to aspects of financial activity that may not be advantageous to the real economy. The report does not attempt a comprehensive survey of either literature, but provides a reminder of the breadth of the historical debates that have shaped congressional oversight of financial institutions and markets. Some of the political remarks excerpted here strike the theme of conflict between the real economy and the paper profits derived from financial speculation, and include claims that the temptations of the latter draw resources away from the former, or that speculators misappropriate the rewards that would otherwise accrue to hardworking businessmen, farmers, and wage earners. Apart from the normative judgments of political and populist outcry, economists have expanded on prior research that focused on finance's contribution to economic development to study whether an excessively large and complex financial system could be a drag on a country's economic growth. The research summarized in this report may represent the beginning of a revaluation of the role of finance in the economy, but much difficult work remains to be done before general statements can be formulated.
