Regions across the OECD face a range of labour market challenges and are undergoing a significant transformation. An ageing workforce, low labour productivity growth, persistent regional disparities, pervasive labour shortages, and new technologies will require both people and places to undergo transitions. This report, Job Creation and Local Economic Development 2024: The Geography of Generative AI, examines the health of regional and local labour markets, including through new estimates on regional labour shortages and their drivers. New tools and technologies, such as Generative AI, could help policymakers address these challenges and seize new opportunities for job creation and local economic growth. This report provides novel evidence of the geography of the impact of Generative AI on jobs across the OECD. It examines which places within countries and types of workers are most exposed to Generative AI and contrasts this with the labour market impact of past waves of technologies that drove automation. Finally, it discusses local and place-based actions and policies for seizing the benefits of Generative AI, such as boosting productivity, mitigating labour shortages and demographic change, as well as for mitigating risks of job displacement.

The transition towards a green economy, rapid development of digital technologies and demographic change are some of the forces disrupting traditional career paths, resulting in more fluid diversified career trajectories. To benefit from increased longevity, workers will increasingly have to consider job mobility at middle and older ages, changing jobs or careers more frequently than in the past. As in other countries, career mobility declines with age in the United Kingdom, yet voluntary mobility can provide opportunities to find better jobs, potentially improving job satisfaction, skills use and productivity. This report identifies key public and employer policies in the United Kingdom that can support career mobility at older ages. While the UK labour market remains dynamic providing ample job opportunities, not all workers benefit equally. Sustained public commitment to better-integrated career guidance, employment support and skills training is needed to support workers at all stages of their career. With workforce ageing, all stakeholders including employers must prioritise enhancing job quality along with health and well-being to prevent premature workforce exits. Key factors include fair pay, access to occupational health, supportive working conditions and workplace accommodation, flexible work options, and opportunities for ongoing learning and development.

This book offers an alternative view of the economy – and indeed, society – that does not rely on an ever-expanding government to address the problems which individuals typically face during their lives. The book is a Classical Liberal response to the way leading economies have been (mis)managed in the last three decades and the principles and models that have guided such policies, particularly since the outbreak of the Global Financial Crisis in 2007–09, which has resulted in enlarged government deficits and public debt, as well as more intrusive government regulation and virtually no economic growth.
