中国特色社会主义进入新时代。在新时代提升对外开放水平，推动形成全面开放新格局，完善我国利用法律手段处理国际关系的机制是一项重大的理论和现实课题。目前，西方发达国家转向利用自贸协定创制国际规则日趋增多，其中自贸协定劳工规则是一个重要的领域，以美国和欧盟为代表的西方发达国家，通过自贸协定实现了国际贸易与劳工标准不同程度地挂钩，并持续推动劳工规则朝着对其各自有利的方向发展。我国在此领域也有重大进展，同意在《中欧全面投资协定》中纳入劳工标准并申请加入CPTPP。这些进展不仅关涉国际法问题，也涉及国内劳动法问题，对此，应统筹推进我国劳动法领域的国内法治和涉外法治。 本书从国际法视角，研究了2018年以来美国自贸协定劳工标准最新发展的主要方面，揭示了美国不断发展具体劳工规则的本质及其产生的制度性影响。同时分析了中国如何应对CPTPP劳工标准问题，探讨了国际劳工组织确立的核心劳工标准在自贸协定和其他国际框架中的实施及其对国际劳动治理的重要意义。另外，还从比较法视角对欧盟、美国和加拿大这三个主要经济体自贸协定劳工标准已形成的模式、构建依据和发展特征进行了系统研究。最后，对与自贸协定劳工标准相关的国际劳动法进行了研究，涉及国际层面确立的劳动实体法规范及其制定与实施的程序性规则。本书以期为解决长期以来困扰我国关于劳工标准与国际贸易关系的理论和实践问题提供理论支撑和实践参考，为构建我国自贸协定劳工标准话语体系和主张提供借鉴。

The Oxford Handbook of Transnational Law offers a unique and unparalleled treatment and presentation in the field of Transnational Law that has become one of the most intriguing and innovative developments in legal doctrine, scholarship, theory, and practice today.
