This study presents a framework designed to monitor and compare pension systems across OECD countries. The first part of the volume contains a comparison of key features of OECD pension systems, such as retirement ages, benefit accrual rates, ceilings and indexation. Future pension entitlements are shown for full-career workers at different earnings levels. Building on replacement rates and relative pension levels, a series of indicators is constructed. These indicators measure redistribution in pension systems, the cost of countries' pension promises, and the potential resource transfer that countries will make to pensioners considering benefit levels and country-specific life expectancy. The second part of the volume consists of an annex showing pension systems and replacement rates for each of the 30 countries in detail.

Old age income support will be one of the biggest social and economic challenges facing Asia in the twenty-first century. The growing spotlight on old age income support is largely due to exceptionally rapid population aging which is fundamentally reshaping Asia’s demographic profile. A young continent reaping the demographic dividend of a large youthful workforce is giving way to a greying continent where the ratio of retirees to workers is on the rise. In contrast to industrialized countries, most Asian countries do not yet have mature, well-functioning pension systems. As a result, they are ill prepared to provide economic security for the large number of retirees who loom on the region’s horizon. This book takes a close look at the pension systems of eight countries in East and Southeast Asia – namely, China, Indonesia, Korea, Malaysia, Philippines, Singapore, Thailand and Vietnam – which encompass a wide range of income and development levels. The book provides a comprehensive overview of pension systems in the eight countries, including an in-depth diagnosis to identify their major weaknesses and shortcomings. On the basis of the diagnosis, the book sets forth concrete and specific policy options for reforming Asia’s pension systems. Many policy options for reform are country-specific. For example, a top priority in China is to extend the pension system to rural areas. At the same time, a number of reforms – such as the need to extend coverage – resonate across the entire region. Appropriate reform will enable the region’s pension systems to deliver affordable, adequate and sustainable old-age economic security.

It is generally accepted that Social Security must be reformed, but there is little agreement on what should be done to reform the program. US Pension Reform: Lessons from Other Countries looks at the social pension reforms of twelve other countries, assesses the current US Social Security program, and evaluates how these twelve models inform opportunities for adaptation of the current system. The authors consider governments' current fiscal balances in order to contextualize countries' initial financial liabilities and pension program infrastructure. The book concludes with an integrated reform proposal for Social Security. These prescriptions suggest concrete plans to address issues such as underfunding, benefits for high-income participants and the elderly demographic segment, as well as the creation of an individual account program. This volume forges significant advances and boldly confronts the challenge of reconstructing the US Social Security program.

This 2010 Article IV Consultation discusses Czech Republic’s economic condition. The Czech economy’s fundamentals were strong prior to the global economic and financial crisis. However, owing to its highly open nature, the economy was hit by spillover effects. A downturn in the euro area depressed exports while investment declined owing to a drop in FDI and the tightening of banks’ lending standards. Monetary and fiscal easing provided helpful stimulus, thereby cushioning the economic downturn.

This book takes stock of learning theories in the European Union (EU) integration literature and assesses what insights the concept of ‘learning’ has added to our understanding of the European integration processes. Given the European integration dynamics since 2000 (including enlargement and new governance approaches and instruments), learning and learning-related theories have gained major EU significance. The book addresses the less noticed micro level patterns of behavioural change that deserve more visibility in the EU's theoretical toolbox. It focuses on the conditions under which EU actors in various decision-making processes learn or do not learn. In asking this question it raises issues about the EU’s nature. Do the EU conditions that favour learning outweigh the EU conditions that inhibit learning? Is the EU system too complex for learning processes to have a discernible, concrete impact? To assess the degree that the EU system and its member states learn, the authors selected for this volume are all explicitly comparative in their approach, and have been encouraged to look at differences across political systems. In doing so, the authors study how EU member states, EU institutions, and other groups and organisations pursue learning across the multi-level EU policy process. This book was previously published as a special issue of Journal of European Public Policy.
