This report builds on work presented in the OECD's 2019 report Regions in Industrial Transition: Policies for People and Places. It considers industrial transition as a complex and enduring challenge in regional development that traditional policy levers have not always been able to satisfactorily address. Beginning with an overview of how to characterise these regions, it then explores why they require tailored policy approaches and posits whether adopting a more experimental path in governance arrangements and policy initiatives could make inroads in meeting industrial transition objectives. The report shares findings emanating from the experiences of eight regions and two countries that designed and implemented experimental initiatives to advance their industrial transition process and Smart Specialisation Strategies, with the support of the European Commission. It features a framework of governance and policy areas that influence industrial transition, and applicable to experimentation. Combining this with insights from each experiment studied, the report presents a toolkit of policy levers for policy makers grappling with industrial transition, and a checklist for those wishing to apply an experimental approach to industrial transition initiatives. Finally, the report contains a synopsis of the initiatives designed and implemented by the regions and countries participating in this project.

Across the OECD and EU, persistent spatial disparities in economic, social and environmental outcomes are being amplified by megatrends, risks and shocks—climate change, technological change, globalisation and demographic change. This has resulted in some communities feeling “left behind” and being faced by new threats. Against this backdrop, place-based policies have seen renewed interest. These policies can respond to the needs and potentials of diverse places, while also contributing to national competitiveness and social cohesion. Increased adoption of place-based policies calls for a greater understanding of their purpose and of how to effectively design, implement and evaluate them. It highlights the need for effective place-based policies that support structural transformations to build the long term economic, social and environmental sustainability of regions—and consequently of countries. In recognition of the renewed interest, the OECD and European Commission commissioned twelve expert papers and organised a series of workshops in 2023 on “Place-Based Policies for the Future”. To help address future challenges, this report synthesises the latest knowledge and evidence on place-based policies to provide policymakers across all levels of government with insights on the design and implementation of better (place-based) policies for better lives.

Environmental changes and related public policies require an energy-focused sustainable industrial transformation (SIT) that reconciles economic, environmental, and social objectives. Local energy clusters are conducive to these transformative processes since they represent institutional structures that link key actors and factors in territorial communities to form niches for the green transition. However, SIT policies at the local level are in a nascent stage, and empirical evidence on these processes remains scarce. Furthermore, it is necessary to advance a conceptual background for SIT and identify the development conditions for territorial energy communities. In response to these theory- and policy-related challenges, this monograph aims to conceptualize the role of energy cluster policies in SIT using an institutional approach, as well as to identify the progress of the energy cluster policies and the development stages, drivers, and obstacles of local energy clusters. The author’s empirical basis will be Polish energy clusters analyzed against international policies and experience in territorial energy communities. This book provides unique value by developing an institutional analytical framework for energy cluster policies, identifying the conditions for the development of energy clusters, and proposing actionable policy recommendations in this area.
