Over the last two decades, regional inequalities have remained significant, and have grown within many OECD countries. Impacts of recent shocks, including the COVID-19 pandemic and Russia's war of aggression against Ukraine, and megatrends, threaten to widen these gaps between regions, deepening the longstanding geography of inequalities. This report, Regional Outlook 2023 - The Longstanding Geography of Inequalities, provides novel evidence on the evolution of inequalities between OECD regions across several dimensions (including income and access to services) over the past twenty years. It sheds light on the role of productivity to address regional inequalities. It also looks at the costs of regional inequalities, which can weaken the economic, social, and political fabric, and lead to a geography of discontent. Furthermore, the report explores forward-looking scenarios for regions as part of ongoing reflections to future-proof regional development policy and secure social cohesion. Finally, it provides a policy roadmap to guide governments' efforts to reduce persistent regional inequalities now and in the future.

Across the OECD and EU, persistent spatial disparities in economic, social and environmental outcomes are being amplified by megatrends, risks and shocks—climate change, technological change, globalisation and demographic change. This has resulted in some communities feeling “left behind” and being faced by new threats. Against this backdrop, place-based policies have seen renewed interest. These policies can respond to the needs and potentials of diverse places, while also contributing to national competitiveness and social cohesion. Increased adoption of place-based policies calls for a greater understanding of their purpose and of how to effectively design, implement and evaluate them. It highlights the need for effective place-based policies that support structural transformations to build the long term economic, social and environmental sustainability of regions—and consequently of countries. In recognition of the renewed interest, the OECD and European Commission commissioned twelve expert papers and organised a series of workshops in 2023 on “Place-Based Policies for the Future”. To help address future challenges, this report synthesises the latest knowledge and evidence on place-based policies to provide policymakers across all levels of government with insights on the design and implementation of better (place-based) policies for better lives.

Regions across the OECD face a range of labour market challenges and are undergoing a significant transformation. An ageing workforce, low labour productivity growth, persistent regional disparities, pervasive labour shortages, and new technologies will require both people and places to undergo transitions. This report, Job Creation and Local Economic Development 2024: The Geography of Generative AI, examines the health of regional and local labour markets, including through new estimates on regional labour shortages and their drivers. New tools and technologies, such as Generative AI, could help policymakers address these challenges and seize new opportunities for job creation and local economic growth. This report provides novel evidence of the geography of the impact of Generative AI on jobs across the OECD. It examines which places within countries and types of workers are most exposed to Generative AI and contrasts this with the labour market impact of past waves of technologies that drove automation.
