Though central to the social, political, and cultural life of the nineteenth-century city, the urban volunteer fire department has nevertheless been largely ignored by historians. Redressing this neglect, Amy Greenberg reveals the meaning of this central institution by comparing the fire departments of Baltimore, St. Louis, and San Francisco from the late eighteenth to the mid-nineteenth century. Volunteer fire companies protected highly flammable cities from fire and provided many men with friendship, brotherhood, and a way to prove their civic virtue. While other scholars have claimed that fire companies were primarily working class, Greenberg shows that they were actually mixed social groups: merchants and working men, immigrants and native-born--all found a common identity as firemen. Cause for Alarm presents a new vision of urban culture, one defined not by class but by gender. Volunteer firefighting united men in a shared masculine celebration of strength and bravery, skill and appearance. In an otherwise alienating environment, fire companies provided men from all walks of life with status, community, and an outlet for competition, which sometimes even led to elaborate brawls. While this culture was fully respected in the early nineteenth century, changing social norms eventually demonized the firemen's vision of masculinity. Greenberg assesses the legitimacy of accusations of violence and political corruption against the firemen in each city, and places the municipalization of firefighting in the context of urban social change, new ideals of citizenship, the rapid spread of fire insurance, and new firefighting technologies. How politics and race shaped Baltimore's distinctive disarray of cultures and subcultures. Charm City or Mobtown? People from Baltimore glory in its eccentric charm, small-town character, and North-cum-South culture. But for much of the nineteenth century, violence and disorder plagued the city. More recently, the 2015 death of Freddie Gray in police custody has prompted Baltimoreans—and the entire nation—to focus critically on the rich and tangled narrative of black–white relations in Baltimore, where slavery once existed alongside the largest community of free blacks in the United States. Matthew A. Crenson, a distinguished political scientist and Baltimore native, examines the role of politics and race throughout Baltimore's history. From its founding in 1729 up through the recent past, Crenson follows Baltimore's political evolution from an empty expanse of marsh and hills to a complicated city with distinct ways of doing business. Revealing how residents at large engage (and disengage) with one another across an expansive agenda of issues and conflicts, Crenson shows how politics helped form this complex city's personality. Crenson provocatively argues that Baltimore's many quirks are likely symptoms of urban underdevelopment. The city's longtime domination by the general assembly—and the corresponding weakness of its municipal authority—forced residents to adopt the private and extra-governmental institutions that shaped early Baltimore. On the one hand, Baltimore was resolutely parochial, split by curious political quarrels over issues as minor as loose pigs. On the other, it was keenly attuned to national politics: during the Revolution, for instance, Baltimoreans were known for their comparative radicalism. Why did trade with the United States prolong Spanish colonial rule during the Venezuelan independence struggles? From 1790 to 1815, much of the Atlantic World was roiled by European imperial wars. While the citizens of the United States profited from the waste of blood and treasure, Spanish American colonists struggled to preserve their prosperity on an imperial periphery. Along the Caribbean coast of South America, colonial elites and officials fought to secure Venezuela from threats of foreign invasion, slave rebellion, and revolution. For these elites, trading with the United States and other neutral nations was not a way to subvert colonial rule but to safeguard the prosperity and happiness of loyal subjects of the Spanish Crown. Food insecurity, deprivation, and political uncertainty left Venezuela vulnerable to revolution, however. In Sustaining Empire, Edward P. Pompeian lets readers see liberal free trade just as colonial Venezuelans did. From the vantage point of the slave-holding elite to which revolutionary figures like Simón Bolívar belonged, neutral commerce was a valuable and effectual way to conserve the colonial status quo. But after Spain's crisis of sovereignty in 1808, it proved an impediment to Venezuelan independence. Analyzing the diplomatic and economic linkages between the new US republic and revolutionary Latin American governments, Pompeian reminds us that the United States did not, and does not, exist in a vacuum, and that the historic relationships between nations mattered then and matters now. Examining an overlooked region, Pompeian offers a novel interpretation of early United States relations with Latin America, showing how US merchants executed government contracts and established flour, tobacco, and slave trading monopolies that facilitated the maintenance of colonial rule and the Spanish Empire. Trading with the United States, Pompeian argues, kept both colony and empire under a tenuous hold despite revolutionary circumstances. A fascinating revisionist history, Sustaining Empire challenges long-standing assertions that this commerce served primarily as a vector for the one-way transmission of revolutionary, liberal ideas from the North to South Atlantic.
