This book describes official statistics as a tool to hold up a mirror to society – but also as an instrument for those who can manipulate this mirror. It addresses the precarious interaction of politics, official statistics, and ethical principles. Three sets of themes can be derived from this relationship, which are the focus of this book: Political systems and guiding principles, official statistics as a science of the state, and ethical issues arising from them. Ultimately, the determining factor is the political system that exists in each case. The book contains eleven chapters. The first three focus on the key concepts of the book: power and morality, official statistics and policy making, and ethical principles for statistical work. Three further chapters focus on episodes that illustrate, as "drastic" examples, the misuse of official statistics over the past hundred years, covering the situation in the Soviet Union, the Third Reich and Greece. The remaining five chapters take up current topics that pose particular challenges to official statistics. These are the phenomena paraphrased by digitalisation, globalisation, happiness research, overpopulation, migration, the Covid-19 pandemic and climate change. The book is primarily aimed at statisticians working in national and international statistical institutions, but also at readers interested in statistics, national accounts, economic and statistics history, and ethical issues.

A defining feature of nineteenth-century Britain was its fascination with statistics. The processes that made Victorian society, including the growth of population, the development of industry and commerce, and the increasing competence of the state, generated profuse numerical data. This is a study of how such data influenced every aspect of Victorian culture and thought, from the methods of natural science and the struggle against disease, to the development of social administration and the arguments and conflicts between social classes. Numbers were collected in the 1830s by newly-created statistical societies in response to this 'data revolution'. They became a regular aspect of governmental procedure thereafter, and inspired new ways of interrogating both the natural and social worlds. William Farr used them to study cholera; Florence Nightingale deployed them in campaigns for sanitary improvement; Charles Babbage was inspired to design and build his famous calculating engines to process them. The mid-Victorians employed statistics consistently to make the case for liberal reform. In later decades, however, the emergence of the academic discipline of mathematical statistics - statistics as we use them today - became associated with eugenics and a contrary social philosophy. Where earlier statisticians emphasised the unity of mankind, some later practitioners, following Francis Galton, studied variation and difference within and between groups. In chapters on learned societies, government departments, international statistical collaborations, and different Victorian statisticians, Victorians and Numbers traces the impact of numbers on the era and the intriguing relationship of Victorian statistics with 'Big Data' in our own age.

This volume contains the first broad selection of essays made available in English by Ber Borochov, one of the leading intellectuals of the early Zionist movement. Borochov founded the Labor Zionist party in 1906, and was the pillar of the Israeli Labor party from whose ranks arose such figures as David Ben-Gurion and Itzhak Ben-Tsvi. He is best remembered for his ability to synthesize socialism and nationalism. Borochov argues that early Marxist theory failed to understand the causes of nationalism and views it only as a temporary phenomenon. Borochov tried to synthesize socialism with Jewish nationalism. Zionism was a movement necessary to free oppressed Eastern European Jews and permit them to further socialist ideals in their own nation-state. The dilemma is that socialist internationalism requires national culture to be of no further value once a socialist victory occurs in a country. Borochov's essays provide an important, if largely unknown perspective on these questions.
