This report investigates the role of foreign direct investment (FDI) in helping developing countries participate in global value chains (GVCs). It combines the perspectives and strategies from three types of players: multinational corporations, domestic firms and governments. It aims to provide practical guidance for developing countries to develop strategies that use FDI to strengthen GVC participation and upgrading. The report has six main chapters: 1.FDI and GVCs. Assesses the trade-investment nexus and analyzes the effect of FDI in countries’ GVC participation and upgrading at the country level. 2.MNCs shape GVC development. Highlights MNCs' contribution to global economy and how their business strategies shape the evolution of GVCs. The chapter also compares MNCs' business strategies in terms of outsourcing and offshoring, risk mitigation and increasing market power across GVC archetypes. 3.Domestic firm perspectives on GVC participation. Looks at the various paths domestic firms can take to internationalize their production and trade. Investigates domestic firm characteristics that predict higher GVC participation, and the effect of GVC participation on firm performance. 4.Investment policy and promotion: what is in a government’s toolbox? Summarizes the various policy instruments governments have at their disposal to help attract MNCs to their country and facilitate GVC participation of domestic firms. 5.Integrating countries into GVCs. Draws on a range of case studies to illustrate how governments can develop coherent strategies and policy packages to integrate their countries into GVCs.6.FDI and GVCs in the wake of COVID-19. By design, these five countries also cover five different GVC archetypes. These countries are: (1) Kenya (horticulture); (2) Dominican Republic (textiles); (3) Mauritius (tourism); (4) Malaysia (electronics); (5) China (software).•Two quantitative case studies: Rwanda, West-Bengal (India). These use a combination of firm- and transaction level datasets to study firm-level dynamics that explain the role of multinational and domestic firms across GVCs.

Doctoral Thesis / Dissertation from the year 2009 in the subject Business economics - Business Management, Corporate Governance, Swansea University, language: English, abstract: Domestic market stagnation, cost pressures, intensified international competition and chances of emerging markets, have forced the German automotive industry to utilize international location advantages and thus production relocations have become the main strategy to survive in a globalized automotive market. These relocation activities are often viewed as being one-way directed and affected jobs are perceived as being permanent losses for the domestic economy. But in reality, relocation activities are becoming increasingly dynamic and since the turn of the century, more and more cases have been discovered, involving businesses that are returning their productions from abroad. This study has involved exhaustive research to investigate the current scope and scale of Offshoring and Backshoring activities within the German automotive industry and its impact to the domestic labour market by means of a questionnaire survey. The results of the more than two hundred survey responses show that Offshoring activities continue to proceed and a strong shift in Offshoring activities at present takes place from the Eastern European to Asian regions, resulting in agglomeration, “band wagon” effects as well as excess capacities especially in the Chinese market. The study further shows that relocation activities in the automotive industry nowadays do not necessarily result in higher earnings and constant cost savings but rather contribute to an increased competitiveness and to the future survival of the company. Beside ongoing factor price equalization within the age of globalization, a trend in Backshoring activities as stipulated by the media could not be observed so far. Above all, this can be drawn back on the high cost of Offshoring activities and low profit margins within the industry. The findings of the study further concluded that Offshoring has indirectly contributed to the safeguarding of productive and especially non productive jobs at the domestic locations. Although anticipated by press and media, Backshoring does not have any impacts on the domestic labour market.

Using state-of-the-art econometric tools, this book examines the implications of international fragmentation of production for the performance of the Japanese manufacturing industry.The impact of the ongoing process of international fragmentation of production and outsourcing has become a highly contentious issue in developed economies such as the US and Japan. Concerns about deindustrialisation and large-scale job losses - 'the export of jobs' have generated a political backlash against multinationals and globalisation. Using detailed data from Japanese multinationals this book rigorously analyses the Japanese experience and compares and contrasts it with the experience of US manufacturing. The study finds no empirical evidence that expansion of multinational activities in foreign countries produces job losses in the home country. Indeed, when demand induced indirectemployment effects are taken into account the increased profitability of Japanese firms is likely to have increased overall employment in Japan. However, the shift of labour intensive activities to low wage economies associated with the international fragmentation of production generates adjustment pressures and a structural shift in favour of skilled workers in Japanese manufacturing.
