This book makes two central claims: first, that mineral-rich states are cursed not by their wealth but, rather, by the ownership structure they choose to manage their mineral wealth and second, that weak institutions are not inevitable in mineral-rich states. Each represents a significant departure from the conventional resource curse literature, which has treated ownership structure as a constant across time and space and has presumed that mineral-rich countries are incapable of either building or sustaining strong institutions - particularly fiscal regimes. The experience of the five petroleum-rich Soviet successor states (Azerbaijan, Kazakhstan, the Russian Federation, Turkmenistan, and Uzbekistan) provides a clear challenge to both of these assumptions. Their respective developmental trajectories since independence demonstrate not only that ownership structure can vary even across countries that share the same institutional legacy but also that this variation helps to explain the divergence in their subsequent fiscal regimes.

Since Ghana discovered oil in large commercial quantities in 2007, many have questioned whether the country can avoid the resource curse. Defined as the inability of resource rich developing nations to benefit from such resource compared to non-resource rich nations, this thesis has proven mostly true in many developing nations. In this paper, I examine the importance of institutional quality in relation to avoiding the resource curse. I do this by methodically analyzing in historical context various indicators (Rule of Law, Effective Governance and Openness and Accountability), and argue that, resources (in this case, oil) are not in themselves a curse, rather the nature of institutions, whether curse resistant or curse receptive determines such outcome. Through a comparative case study of Nigeria (1960-2000) and Ghana (1972-2012), I demonstrate how weaknesses in the former's institutional environment (very weak rule of law, ineffective governance and the lack of openness and accountability), contributed to the country's demise as a resource cursed nation. I also examine Ghana in the same way, demonstrating that the country's institutions are relatively susceptible to the resource curse due to the mediocre state of its institutional environment and fairly weak rule of law.

2 MAKING OIL A BLESSING Additionally, Ghana must boost the international price competitiveness of the relevant tradable subsectors in agriculture and manufacturing by bringing down the cost of doing business; through investments in human capital - education, skills, knowledge and health of the workforce; and by reducing the deficiencies in physical infrastructure. [...] Fiscal indiscipline, by way of excessive government spending of oil revenues would increase the amount of reserves in the system, thus, requiring the Bank of Ghana (BoG) to mop-up the excess or risk higher inflation. [...] The increased foreign exchange inflows from the export of oil could also pose liquidity challenges for the BoG if it decides to use the foreign exchange to build its gross international reserves (GIR) - the BoG would supply cedis in exchange for the foreign exchange thereby increasing the amount of currency in the system. [...] If left unsterilized, the excess liquidity in the system - resulting from either the increase in government spending or the decision by the BoG to build its international reserves - would raise fears of rising inflation and, hence, necessitate a rise in the MPR. [...] In the specific context of the oil era, these institutions are required to ensure that the discovery and production of oil would be a blessing and not a curse.
