The aim of this publication is to reflect, conceptually and empirically, on border processes in Europe, paying special attention to the most current border-related developments, with a special focus on the processes of de-bordering and re-bordering. As the authors represent different academic centers and specializations, the volume reflects not only diverse perspectives but also has an interdisciplinary character. The book contains eight contributions and is divided into three thematic parts. The first set of chapters analyzes the borders and borderlands of the European Union, especially in the context of the ongoing changes observed in its direct neighborhood. The next group of articles deals with the regional level of border-related processes within the European Union. Finally, the last group of texts investigates border processes at the local level, analyzing border urban structures.

The disintegration of Yugoslavia, accompanied by the emergence of new borders, is paradigmatically highlighting the relevance of borders in processes of societal change, crisis and conflict. This is even more the case, if we consider the violent practices that evolved out of populist discourse of ethnically homogenous bounded space in this process that happened in the wars in Yugoslavia in the 1990ies. Exploring the boundaries of Yugoslavia is not just relevant in the context of Balkan area studies, but the sketched phenomena acquire much wider importance, and can be helpful in order to better understand the dynamics of b/ordering societal space, that are so characteristic for our present situation.

Since 1991, post-Soviet political elites in Ukraine, Russia, and Belarus have been engaged in nation- as well as state-building. They have tried to strengthen territorial sovereignty and national security, re-shape collective identities and re-narrate national histories. Former Soviet republics have become new neighbours, partners, and competitors searching for geopolitical identity in the new "Eastern Europe", i.e. the countries left outside the enlarged EU. Old paradigms such as "Eurasia" or "East Slavic civilisation" have been re-invented and politically instrumentalized in the international relations and domestic politics of these countries. At the same time, these old concepts and myths have been contested and challenged by pro-Western elites. Borderlands into Bordered Lands examines the construction of post-Soviet borders and their political, social, and cultural implications. It focuses on the exemplary case of the Ukrainian-Russian border, approaching it as a social construct and a discursive phenomenon. Zhurzhenko shows how the symbolic meanings of and narratives on this border contribute to national identity formation and shape the images of the neighbouring countries as "the Other" thereby shedding new light on the role of border disputes between Ukraine and Russia in bilateral relations, in EU neighbourhood politics and in domestic political conflicts. Zhurzhenko also addresses 'border making' on the regional level, focusing on the cross-border cooperation between Kharkiv and Belgorod and on the dilemmas of a Euroregion 'in absence of Europe': Finally, she reflects the everyday experiences of the residents of near-border villages and shows how national and local identities are performed at, and transformed by, the new border. Borderlands into Bordered Lands was honored by the American Association for Ukrainian Studies as best book 2009/2010 in the field of Ukrainian history, politics, language, literature and culture. This seeks for comprehensive, multidimensional, collective and well-coordinated responses. The European Union, Organization for Security and Co-operation in Europe, United Nations, as well as other international organisations are able to really contribute to developing cooperative and coordinated responses to these threats by relying on its broad membership and profound expertise and experience. According to the position of the European Union, a modern, cost-benefit-oriented and effective border management system should ensure both, open borders as well as maximum of security at the same time. Thus, the Union’s endeavour is to safeguarding internal security to all member states through preventing transnational threats, combating irregular migration and any forms of cross-border crime for ensuring smooth border crossings for legitimate travellers and their belongings, goods and services. That is why the Union’s concept of Integrated Border Management has been developed to ensure effective border control and surveillance and cost-efficient management of the external borders of the European Union. The Union’s policy is and will continue to be developed on the basis of the three main areas in place: common legislation, close operational/tactical cooperation and financial solidarity. In addition, Integrated Border Management has been confirmed as a priority area for strengthening the cooperation with third countries in the European Commission’s strategic security management approach, where non-EU countries are encouraged as partners to upgrade their border security, surveillance and border management systems.

This book examines the contribution of the European Commission to the process of transformation of EU borders. Migration issues have been at the centre of EU political debates in recent years. From national controversies sparked by the economic difficulties in the aftermath of the 2008 economic downturn to EU-wide problems caused by the record number of asylum seekers looking for a refuge in the Union. Simultaneously, the EU migration regime has undergone a profound change since the 1980s as a result of the developments in the integration process. Inevitably this has impacted borders, transforming their nature and functions. The author looks at four key EU policy areas, which in recent decades have substantially altered the EU migration regime: the European Neighbourhood Policy, social policy, border controls, and free movement of people. Based on a variety of Commission documents the analysis focuses on the different borders that have been transformed, their altered nature and functions, and the specific impact of the European Commission on to these processes.
