Protests over sustainability concerns attached to hosting the Olympic Games have resulted in several bid withdrawals and a low number of candidate cities willing to host the most recent editions. Worried about the future, the International Olympic Committee adopted the Olympic agenda 2020, promising to adapt the event to contemporary sustainability paradigms. Some of its urban-related reforms have already impacted recently hosted Games and are impacting the planning for those to come. The IOC claims that Paris 2024 will be the first Games to be fully aligned with the agenda. This article addresses the urban preparations for Paris 2024 and assesses their alignment with the new reforms. The objective is to identify difficulties in the implementation of the agenda and to outline future research that can, potentially, enhance its efficiency. Results reveal Paris 2024 is innovative but certain features are difficult to implement, leaving room to improve the agenda.

The Olympic charter is the binding document that rules the Olympic Movement which, among other things, has the role of managing the organization of the biggest and most complex sporting event in the world - the Olympic Games. The multi-disciplinary nature of this event implies the involvement of diverse stakeholders, including hosts and respective communities that, besides having different interests, rely on each other to fulfil them. As the owner of the event, the International Olympic Committee has the role of managing these interests through the update and modification of the Olympic charter. This paper explores the evolution of this document, taking special consideration of the influence that occurrences related with stakeholder's governance and urban strategies of hosts had on its rules. A cross-referenced review between the historical events within these two fields of study is compared to a systematic review of the charter's evolution. The results include a timeline with eight periods identifying the progress of those relationships, showing that the Olympic charter has had a more reactive than pro-active character: it was highly influenced by hosts and other internal and external governance issues that, together, were responsible for the addition of new rules.

The implementation of the 40 recommendations of Olympic Agenda 2020, the IOC's strategic roadmap for the future of the Olympic Movement, began in 2015, almost immediately after its unanimous approval at the 127th IOC Session in December 2014. This document, developed in keeping with Olympic Agenda 2020's call for increased transparency and accountability, is a status report on the implementation since its adoption. It details action taken and action planned before 2020 to fully implement all the recommendations. The trajectory of progress is well established. As of 1 September 2017, the IOC had taken action on all 40 recommendations and more than half are implemented or close to completion. These accomplishments have been possible thanks to the active participation of all constituents, stakeholders and partners of the Olympic Movement, including the United Nations and a number of NGOs that support the mission and values of the Movement.

The Evaluation Commission Report is presented in three parts: a video, a written report and a series of annexes. The video describes the value proposition of the two candidatures and highlights key features of each proposal.The written report provides an assessment of essential elements for planning and delivering successful Games, grouped within four broad categories: Games concept, Games experience, sustainability and legacy and Games delivery. Unless otherwise noted, all assessments in the report apply to both the Olympic Games and the Paralympic Games. A section on the Paralympic Games covers issues not addressed in the rest of the report. In keeping with Olympic Agenda 2020, this assessment identifies opportunities and challenges in each city. In many cases, there are few or no challenges - this is primarily because the three-stage process encouraged adjustments that resolved potential challenges before the report was finalised. The report and the video complement each other. The annexes include photographs of and key information on proposed competition and non-competition venues in each candidate city, as well as additional details on a wide range of issues that the Evaluation Commission considered.
