Over the last 30 years, Singapore has developed a system of higher education that is the envy of many other countries and regions. How has Singapore developed such a highly performing education system? Was it planned? Was it mere luck? Written by Arnoud De Meyer, who is widely regarded as one of the pre-eminent management educators and leaders in higher education, the book focuses on Singapore as an in-depth case study of how to build a system of higher education, and specifically a portfolio of highly differentiated and diversified universities. He worked closely together with Jovina Ang during the preparation of the manuscript. This book is unique because it showcases several case studies of the emerging system of higher education, and it was written based on insights drawn from interviews with the key decision-makers and actors in the system from the past 20 years, including ministers and permanent secretaries of the Ministry of Education, and presidents and chairmen of the six universities. Higher education is broken, and we haven’t been able to fix it. Even in the face of great and growing dysfunction, it seems resistant to fundamental change. At this point, can anything be done to save it? The Instruction Myth argues that yes, higher education can be reformed and reinvigorated, but it will not be an easy process. In fact, it will require universities to abandon their central operating principle, the belief that education revolves around instruction, easily measurable in course syllabi, credits, and enrollments. Acclaimed education scholar John Tagg presents a powerful case that instruction alone is worthless and that universities should instead be centered upon student learning, which is far harder to quantify and standardize. Yet, as he shows, decades of research have indicated how to best promote student learning, but few universities have systematically implemented these suggestions. Based on conclusions of a 1993 meeting of national leaders in higher education (the Wingspread Group on Higher Education), this book charges that higher education is not meeting society's needs and suggests fundamental areas for attention. It sees demographic, economic and technical changes as increasing the importance of good higher education for most Americans. However, a crisis of values, a higher education system that "weeds" out students, trivialized undergraduate education, and growing public concern all signal crises in higher education. The book argues that the United States must educate more people and must educate them better. This task demands new ways of thinking that include consideration of three fundamental issues. First, higher education must take American democratic values seriously as democratic society must have a common ground. Second, the rigors of a liberal education can sustain these values and institutions must focus more on what students learn and achieve by putting students at the heart of the educational enterprise. Finally, higher education must help to create a nation of learners by being engaged more thoroughly in all of the education enterprise. Extensive appendixes include a self-assessment checklist for institutions, a list of members of the Wingspread group, the Secretary's Commission on Achieving Necessary Skills agenda, and over 100 references.
