This volume considers the linguistic borders between languages and dialects, as well as the administrative, cultural and mental borders that reflect or affect linguistic ones; it comprises eight articles examining the mental borders between dialects, dialect continua and areas of mixed dialect, language ideologies, language mixing and contact-induced language change. The book opens with Dennis R. Preston’s review article on perceptual dialectology, showing how this field of study provides insights on laymen’s perceptions about dialect boundaries, and how such perceptions explain regional and social variation. Johanna Laakso problematizes the common notion of languages as having clear-cut boundaries and stresses the artificialness and conventionality of linguistic borders. Vesa Koivisto introduces the Border Karelian dialects as an example of language and dialect mixing. Marjatta Palander and Helka Riionheimo’s article examines the mental boundaries between Finnish and Karelian, demonstrated by the informants when recalling their fading memories of a lost mother tongue. Mexico and the United States exist in a symbiotic relationship: Mexico frequently provides the United States with cheap labor, illegal goods, and, for criminal offenders, a refuge from the law. In turn, the U.S. offers Mexican laborers the American dream: the possibility of a better livelihood through hard work. To supply each other’s demands, Americans and Mexicans have to cross their shared border from both sides. Despite this relationship, U.S. immigration reform debates tend to be security-focused and center on the idea of menacing Mexicans heading north to steal abundant American resources. Further, Congress tends to approach reform unilaterally, without engaging with Mexico or other feeder countries, and, disturbingly, without acknowledging problematic southern crossings that Americans routinely make into Mexico. In Run for the Border, Steven W. Bender offers a framework for a more comprehensive border policy through a historical analysis of border crossings, both Mexico to U.S. and U.S. to Mexico. In contrast to recent reform proposals, this book urges reform as the product of negotiation and implementation by cross-border accord; reform that honors the shared economic and cultural legacy of the U.S. and Mexico. The Mexican -- United States border represents much more than the meeting place of two nations. Our border communities are often a line of first defense -- absorbing the complex economic, environmental and social impacts of globalization that ripple through the region. In many ways, our success or failure in finding solutions for the environmental, social and economic issues that plague the region may well define our ability to meet similar challenges thousands of miles from the border zone. Border residents face the environmental security concerns posed by water scarcity and transboundary air pollution; the planning and infrastructure needs of an exploding population; the debilitating effects of inadequate sanitary and health facilities; and the crippling cycle of widespread poverty. Yet, with its manifold problems, the border area remains an area of great dynamism and hope -- a multicultural laboratory of experimentation and grass-roots problem-solving. Indeed, as North America moves towards a more integrated economy, citizen action at the local level is pushing governments to adapt to the driving forces in the border area by creating new institutional arrangements and improving old ones. If there is one defining feature of this ground-up push for more responsive transboundary policies and institutions, it is a departure from the closed, formalistic models of the past to a more open, transparent and participatory model of international interaction.

The Trump administration violated the rights of migrant children who fled brutal violence in the Northern Triangle of Central America. Their rights are human rights. This book explores the administration's policies and practices of family separation at the U.S. southern border and its confinement of migrant children that, in some cases, experts describe as torture. Specific connections are made between harmful actions on the part of government officials and agencies, and provisions that protect against them in The Convention on the Rights of the Child and four other UN conventions. Awareness of the violations and the safeguards afforded to children may help preserve children's human rights. The book also examines efforts of humanitarian organizations, courts, and legislators to reclaim and defend migrant children's rights. The author's research includes information from international and national government documents, news reports, and interviews and stories that resulted from networking with advocates in both Arizona and Mexico. The young asylum seekers were called "criminals" and "not-innocent" by the President. Real borders can be thick. They are not dimensionless lines as typically assumed in theoretical models and standard empirical analyses, but a zone populated by agencies that develop and administer regulations firms have to comply with when engaging in international trade, many of which have their own procedures. Borders can then easily become a labyrinth hard to get through. This is crucial because border agencies' procedures influence the time needed to ship goods from their origins to their destinations and can thereby affect trade, particularly in a context characterized by increasingly segmented production chains and rising lean retailing. Latin American and Caribbean countries have recently implemented various trade facilitation initiatives that aim to streamline the administrative processing of trade flows and accordingly reduce trading times. These initiatives include risk management, single windows, authorized economic operators, simplified postal exports, and expedited transit arrangements, all of which are cornerstones of the 2013 WTO Agreement on Trade Facilitation and have been subject of multiple international organizations' operations. Despite of being ubiquitous, evidence on the impact of these specific initiatives has been extremely limited. Lack of precise data has been a major obstacle. Out of the Border Labyrinth fills this gap and sheds entirely new light on the trade effects of such trade facilitation measures and the channels thereof. It presents the results of thorough impact evaluations, which have been carried out by applying rigorous methods on unprecedented transaction-level data for several countries in the region. These results reveal that trade actually expanded as a consequence of such facilitation measures and that the primary channel has been shipping frequency. Based on these econometric examinations and careful institutional case studies, Out of the Border Labyrinth systematizes a new line of trade policy research and informs policymaking and assistance activities by international organizations by providing tools that will help design and assess policies in an area that will be very active in upcoming years as countries work towards implementing the multilateral agreement reached in Bali.
