Jerry Cline exists at the whim of an 1869 Comanche raiding party on his birthfather’s family ranch in Central Texas. Jerry could also be a poster-boy for successful adoptions. He was adopted at age 3 months in 1939 by a hard-living couple from East Texas, via the Indian Territory of Oklahoma before it became a state. Despite the raw and dusty origins of his forbearers, Jerry grew up to earn a Ph.D. in mathematics from Purdue University and enjoyed a long career in the aerospace industry with McDonnell Douglas Corporation (now The Boeing Company). He worked on several space and missile programs and was part of the team which developed the design for the Space Shuttle. Dr. Cline also held an academic appointment as an adjunct faculty member of the mathematics department of Washington University in St. Louis. Jerry is now retired and lives in St. Louis with his wife Phyllis. In 2001, aided by his wife, a cooperative adoption agency, and an expert genealogist, Jerry Cline began what turned out to be an exciting and successful quest for his birthparents and knowledge of how he came to be. He was 61 years old at the time. The search itself, the surprising identities of his birthparents, the heartwarming face-to-face meetings with new-found blood relatives and several years of research inspired this book. This dissertation assesses the nature of cultural exchange on the Rhine frontier of the Roman Empire. During the first three centuries AD, this region was flooded with outside influences from across Rome's vast territorial holdings as it became a focal point for developing military and civilian installations. I have selected four material sources, organized by chapter, which function concurrently as both self-contained case studies and a unified compendium of cultural developments in this frontier zone. My aim has been to draw upon artifacts that are numerous, elaborately detailed, and more or less "settled" in terms of academic debate so that I might offer a fresh perspective on familiar evidence. These case studies highlight idiosyncratic variations in conception and execution within each body of evidence, which cannot be dismissed as trivial divergences from prepackaged patterns of display or ritual practice, and which hold more interpretive value that previously thought. Given that the Roman state assumed a primarily laissez-faire attitude toward the social mores of those under its authority, it is not surprising that a uniform model of cultural development remains elusive. In order to evade the hazards of ideological oversimplification attendant on grand narratives, while also retaining a firm, evidence-based methodology, I argue that it is necessary to embrace the inherently unpredictable, non-linear, and multi-directional developmental nature of culture. In an ideologically open, interconnected environment like the Roman Empire, with no centralized arbiter dictating acceptable cultural values, individuals and self-organizing groups were the primary agents empowered with assigning meaning to beliefs, practices, and identities as they saw fit in the process of creating artifacts emblematic of the vibrant cultural dialogue transpiring. This approach effectively resolves the paradox of local heterogeneity and global uniformity by positing that unity and diversity converge at the level of the individual, whose atomized contributions to our understanding of culture have much yet to tell us. It is my hope that the conclusions of this study might be weighed against evidence from elsewhere in the Empire, thereby furthering efforts to both broaden the scope and refine our understanding of cultural exchange in the Roman world.

Two aphorisms are often stated about Gibraltar: first, that it was a possession that "Spain did not value until she had lost it"; and second, since the day it became a British possession, "Gibraltar has been a thorn in the side of Spain." Except for a few relatively short periods, the Gibraltar issue has adversely affected Anglo-Spanish relations during the almost 275 years of British ownership. To date, negotiations under the aegis of the United Nations have proven unfruitful. Spain demands that complete sovereignty be returned. Great Britain declines to take any such action without the consent of the inhabitants. Despite a referendum in which the Gibraltarians voted overwhelmingly to retain links with Great Britain, the Special Committee of the U.N. General Assembly continues to strongly support the Spanish claim. What effect Spain's entry into NATO will have remains to be seen. This book examines the historical background and present status of the dispute, making extensive use of documents not previously analyzed in depth. Dr. Levie describes the events leading up to the Treaty of Utrecht, provides a detailed analysis of the treaty itself, and traces the origins of its various interpretations. He discusses how the British, unintentionally or otherwise, have violated its provisions, and how the Spanish have attempted to retaliate. The book concludes with a discussion of how the Gibraltar issue has beeen handled in the U.N. to the present day.
