Social protection is recognized as an effective strategy for poverty eradication. It also contributes to promoting good health and well-being, achieving decent employment, fostering economic growth and reducing inequalities – objectives that are reflected in the Sustainable Development Goals (SDG targets 1.3, 3.8, 5.4 and 10.4). When designed to reduce and prevent poverty, food insecurity, and vulnerability across the life cycle – social protection policies and programmes can effectively support vulnerable households to improve their lives. The issue lies in the fact that only 45 per cent of the global population is currently effectively covered by at least one social benefit and the remaining 55 per cent – some 4 billion people – are left unprotected. "On the path to universal coverage" identifies and analyses existing the barriers of access to social protection for rural populations (legal, institutional, financial) and also explores international experiences to identify potential solutions to overcome these barriers in a systematized manner. This paper aims to shed light on the current gaps in social protection programmes and offers solutions for policy-makers and stakeholders to take into account in the design and implementation stages of their own projects.

Bangladesh is committed to achieving universal health coverage (UHC) by 2032; to this end, the government of Bangladesh is exploring policy options to increase fiscal space for health and expand coverage while improving service quality and availability. Despite Bangladesh’s impressive strides in improving its economic and social development outcomes, the government still confronts health financing and service delivery challenges. In its review of the health system, this study highlights the limited fiscal space for implementing UHC in Bangladesh, particularly given low public spending for health and high out-of-pocket expenditure. The crisis in the country’s human resources for health (HRH) compounds public health service delivery inefficiencies. As the government explores options to finance its UHC plan, it must recognize that reform of its service delivery system with particular focus on HRH has to be the centerpiece of any policy initiative.

FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. In this scope, FAO promotes inclusive economic growth by reducing inequalities between urban and rural areas, rich and poor countries, men and women to attain a better life for all. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. It highlights the gaps and barriers concerning social protection in the region, which present challenges for addressing the specific vulnerabilities of rural populations and helping them to better manage risks. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.

Despite the importance of social protection, today more than 70 percent of the world’s population still has no or limited access to comprehensive social protection. Coverage in rural areas, where about 80 percent of the world’s poor live, is even lower. Achieving an effective extension of the coverage of social protection benefits and services to the rural population is a key challenge which must be addressed in order to achieve SDG 1.3. “Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable”. This will require bridging gaps and removing existing barriers that limit the access of rural populations to social protection.Extending social protection for all is core to the work of the Food and Agriculture Organization of the United Nations (FAO) and the International Labour Organization (ILO). The World Social Report 2021 points to new directions in which rural development strategies need to be reconsidered. Agricultural workers are exposed to many risks during their life cycle and are particularly vulnerable to covariate risks, such as droughts, armed conflict and pandemics. Despite the great potential of social protection policies to protect this segment of the population, agricultural workers are commonly excluded from social protection systems—especially from contributory schemes—due to legal, programme design, financial, administrative, institutional, participation, and information barriers. This paper analyses the availability of social insurance schemes for agricultural workers in the Near East and North Africa (NENA) region, including many types of insurance: old age, disability and survivors’, sickness and maternity, work injury, and unemployment, as well as family and child allowances. In addition, we analyse agricultural insurance schemes, as they play a critical role in protecting agricultural producers from the catastrophic impact of covariate risks. We examine the barriers for agricultural workers to participate in contributory schemes, highlighting good practices being adopted in NENA countries to address them. This paper thus aims to help fill a gap in the literature regarding the role of contributory schemes for agricultural workers. Most importantly, it aims to highlight paths towards more comprehensive social protection systems, capable of addressing the pressing challenges in NENA countries, such as inequities between rural and urban populations, lack of rural development, and insufficient protection for rural families.
