The author has been executive director of the Economic Commission for Africa since 1995. In this collection of lectures given between 2000 and 2005, he presents his views on how Africa can respond to the opportunities and limitations of globalisation, assesses the continent's quest for faster growth and poverty reduction, and offers policy prescriptions for freeing up the constraints preventing sustainable development. Pre-1995 was a period of slow or negative growth, a record of dictatorship and poor governance, and widespread conflict. The last ten years have seen growth rates steadily accelerate, democratic systems widely adopted, and conviction that Africa must lead its efforts to develop. He is positive about Africa's future, but identifies critical areas such as HIV/AIDS and agriculture where much remains to be done if Africa is to progress.

Sub-Saharan Africa is vastly diverse, and the 49 countries of the region range significantly in terms of population, size and economic scale. The region also differs in topography, climate, history, culture, languages and political systems. Given this vast diversity, it is, accordingly, difficult to draw general conclusions about the continent’s economic performance as a whole. Additionally, the lack of current statistics for several countries makes it difficult to make accurate assessments of economic conditions. Nevertheless, some broad comparisons can be made: of the world’s developing areas, sub-Saharan Africa has the worst record in virtually all of the most important social and economic indicators: the region has the lowest gross national income per head, the lowest life expectancy at birth, the lowest youth literacy rate, the highest rate of adult HIV infection and the highest number of children not living past five years of age. This volume begins by examining recent economic developments and trends. It then looks at the major economic constraints the region has faced in recent years, breaking down those constraints as either ‘external’ (e.g. terms of trade) over which the individual countries have but limited control, or ‘internal’ (e.g. governance and economic policy), over which there is more control. The book concludes by arguing that, despite the notable challenges cited above, sub-Saharan Africa is poised for a transformation, based on closer regional economic co-operation, a growing middle class, increased demand for locally produced goods and services, and a young population.

Contemporary discussions of Africa’s recent growth have largely interpreted such growth in terms of structural transformation, based mainly on national- and sectoral-level data. However, the micro-level processes driving this transformation are still unclear and remain the subject of debate. This collection provides a micro economic foundation for understanding the particular growth processes at work within the region’s rural areas, and in so doing provides important insights for policy action. The book provides valuable household- and farm-level evidence about the drivers of rural labour productivity, improvements in access to markets, investment in food value chains, and indeed the role of rural economic growth in Africa’s ongoing rural transformation processes. Some of the features of Africa’s ongoing rural transformation are similar to those of agricultural transformation as experienced in Asia and elsewhere. ‘Resurgent Africa: Structural Transformation in Sustainable Development’ is a study of structural change dynamics in Africa and its effect on job creation, living standards and the efficiency of productive cities through manufacturing productivity growth that benefit the majority. Empirical data from selected African countries, including Nigeria, Ghana, South Africa, Kenya, Rwanda and Ethiopia, provides in-depth analysis and knowledge of the continent’s diversified economies by establishing relationships between industrialization trends; rates of urbanization; and urban living standards, income growth and employment in Africa. The findings reveal unconventional pathways of structural change, patterns of jobless growth suggesting economic growth that does not necessarily lead to employment, dominance of services at the expense of manufacturing industry explaining the regress in Africa’s industrial sector and occurrence of structural transformation without improvement in labour productivity. These are important concerns for Africa’s long-term development leading to the conclusion that sustainable urbanization and industrialization are not only closely connected but also key drivers of economic change. The book includes recommendations for policymakers to adopt a new approach to development for a resurgent Africa.
