This report summarizes the activities and results achieved in 2022 by the 26 experts of the One Health High-Level Expert Panel (OHHLEP). OHHLEP provided scientific advice on the Quadripartite One Health Joint Plan of Action (OH JPA) which was launched in October 2022, worked on a One Health Theory of Change that became an integral part of the OH JPA, prepared scientific opinions related to the envisaged Pandemic Instrument, and developed a white paper on the definition for the Prevention of zoonotic spillover. OHHLEP also continued to support the implementation of the Quadripartite OH JPA through development of an inventory of One Health tools. With these activities, OHHLEP supported the Quadripartite’s efforts on the mainstreaming and implementation of One Health. The report highlights main outputs and deliverables produced over the period and outlines priorities for 2023.

Recognizing that the human and animal health are interconnected brings along the challenge of integrating their respective health systems, including routine disease surveillance activities, outbreak management, and emergency preparedness. However, approaches in these different sectors are still unaligned in many ways, including their respective agendas, both at the country and the supranational levels. Several initiates have been launched to study and tackle this problem. Since the early 2000s, the World Health Organization (WHO), the Food and Agricultural Organization of the United Nations (FAO), and the World Organization of Animal Health (OIE) paved the road of multi-sectorial One Health approaches and collaborations, leading to the recent publication of the Tripartite Zoonoses Guide. In Europe, the “One Health European Joint Programme” aims at fostering the transdisciplinary cooperation of activities that are relevant to One Health within and across European countries. Furthermore, various scientific networks and consortia have been set up to bring together professionals and experiences from different sectors. Integration is key to the One Health agenda, and to the challenge of future preparedness and response to foodborne pathogens and other emerging threats, both from an epidemiological and microbiological perspective. Veterinary sciences include but exceed the study of domestic and non-domestic non-human species. The emergence of the SARS-CoV-2 pandemic has renewed and expanded the need of “one health” approaches –that is, the study of any biological process that involves interactions within and across species (humans included). Unintentionally but directly, COVID-19 has changed or may change everything – including veterinary sciences. For example, a field poorly developed before 2019 (bat immunology) is now, potentially, at the crossroads that connect infectious diseases affecting all vertebrates. Research associated with COVID-19 has facilitated or may promote the development and convergence of numerous technologies, theories, and methods.
