This report includes recommendations for the Ministry and policymakers that speak to transforming legislation, policy, practices, and funding to best meet the needs of the African Canadian community and addressing the culture of child welfare through anti-oppression, anti-racism, and anti-Black racism training and education in all areas of child welfare. [...] In its 2012 and 2016 reports, the United Nations Committee on the Rights of the Child raised concerns about the significant overrepresentation of Indigenous and African Canadian children and youth in Canada's child welfare system and recommended that Canada "take urgent measures" to address this racial disproportionality.2 Recent articles in the Toronto Star have also brought this issue to the for [...] In response to the concerns of the community, the African Canadian Legal Clinic and other community organizations have identified the overrepresentation of African Canadians in the child welfare system as a serious issue and have been advocating for decades for change.
