Als de aanslagen van 11 september 2001 ergens toe geleid hebben, is het een angstpsychose. Niet zozeer een angstpsychose onder burgers, waar politici zo graag naar verwijzen, maar een onder politici zelf. Na elke aanslag doet zich een veiligheidskramp voor, die leidt tot een reeks nieuwe maatregelen bovenop de al bestaande. Telkens opnieuw wordt gesteld dat nieuwe initiatieven nodig zijn omdat de oude niet voldoen. Maar de oude maatregelen worden zelden heroverwogen en geëvalueerd op hun efficiëntie, laat staan op hun proportionaliteits- of ethisch gehalte. In dit boek wordt de balans opgemaakt van het veiligheidsbeleid in Amerika en Europa sinds 9/11. Die evaluatie gebeurt in confrontatie met de burger- en mensenrechten. De vraag wordt gesteld of de inbreuken op die rechten onontkoombaar zijn en of ze eigenlijk in verhouding zijn tot het kwaad dat ze willen voorkomen. Centraal staat dus de spanning tussen de veiligheid en de rechten van de burger en de vraag in hoeverre ze werkelijk rivalen zijn. Dit is een boek dat niet alleen de realiteit in kaart brengt en evalueert, maar ook inzichten biedt in de weerkerende, vaak eenzijdige en kortzichtige keuzes die gemaakt worden in tijden van terreur, en de verborgen logica die hierachter schuilt.

Vital Democracy outlines a theory of democracy in action, based on four elementary forms of democracy - pendulum, consensus, voter and participatory democracy - that are thoroughly analysed, compared and related to both the literature and the real world of democracy. Just like a few primary colours produce an array of shades, a few basic models of democracy appear, the author argues, to constitute a wide range of democratic variants in real life. Focusing on tried and tested democratic institutions, Frank Hendriks shows that the four models of democracy - with their divergent patterns of leadership, citizenship and governance, their inherent strengths and weaknesses - are never purely instantiated. He argues that wherever democracy is practiced with some level of success, it is always as hybrid democracy, thereby challenging those democratic reformers and theorists that have inspired the quest for democratic purity. Vital Democracy builds on Arend Lijphart's well-known work which distinguishes between majoritarian and consensual democratic countries but also goes well beyond it, urging attention to non-national, non-formal, and non-representative expressions of democracy as well.

Many scholars and citizens alike have counted on civic groups to create broad ties that bind society. Some hope that faith-based civic groups will spread their reach as government retreats. Yet few studies ask how, if at all, civic groups reach out to their wider community. Can religious groups--long central in civic America--create broad, empowering social ties in an unequal, diverse society? Over three years, Paul Lichterman studied nine liberal and conservative Protestant-based volunteering and advocacy projects in a mid-sized American city. He listened as these groups tried to create bridges with other community groups, social service agencies, and low-income people, just as the 1996 welfare reforms were taking effect. Counter to long-standing arguments, Lichterman discovered that powerful customs of interaction inside the groups often stunted external ties and even shaped religion's impact on the groups. Comparing groups, he found that successful bridges outward depend on group customs which invite reflective, critical discussion about a group's place amid surrounding groups and institutions. Combining insights from Alexis de Tocqueville, John Dewey, and Jane Addams with contemporary sociology, Elusive Togetherness addresses enduring questions about civic and religious life that elude the popular "social capital" concept. To create broad civic relationships, groups need more than the right religious values, political beliefs, or resources. They must learn new ways of being groups.
