The proliferation of nuclear weapons is an ideal subject for social science scholarship, and such scholarship is especially timely now. Among the topics discussed in The Proliferation Puzzle are: The building of nuclear weapons is a complex task touching upon many of the subjects of study at the core of social science and international relations. Nuclear weapons may be acquired as a hedge against external threat, for reasons of national prestige, or as a result of pressures by domestic coalitions among scientists, bureaucrats, and the military. They may be sought for defensive purposes or to support hegemonic aspirations. Nuclear weapons also raise questions about civilian command and control, especially in crisis situations. During the last two decades the acquisition of nuclear weapons has been proscribed by the non-proliferation regime. The decisions countries made about acquiring these weapons and the manner they chose to build them serve as a test of the efficacy of this particular regime, and of international regimes more generally. Nuclear weapons were introduced at the time bipolarity became the international order. As the world moves away from bipolarity, there is a need to answer questions such as: What would be the effect of nuclear weapons in a multipolar order? How will the spread of nuclear weapons affect the distribution of capabilities among states? If nuclear weapons spread to additional countries, will they enhance stability or exacerbate instability? Can the spread of these weapons be managed or controlled? This book brings together scholars from different schools within international relations and the social sciences to address the question of why nuclear weapons spread. A disciplined, rigorous examination of proliferation is important not only for scholarship but also for informed policymaking. The purpose of social science is to formulate hypotheses and devise theories that advance our understanding of society and aid in the fashioning of enlightened policy. The essays in this volume show how explicit hypotheses about the causes and consequences of nuclear weapons proliferation provide a deeper understanding of the problem and suggest specific, theory-informed policy recommendations.

This thesis examines the influence of the Israeli nuclear weapons capability on conflict in the Middle East. There are two perspectives regarding the impact of nuclear proliferation on strategic stability. Three paths to strategic instability are examined: preventive attacks, preemptive attacks, and the escalation of conventional conflict to nuclear war. The optimistic perspective argues that nuclear weapons make preventive and preemptive attacks less likely, and keep conventional conflict from escalating to nuclear war. The pessimistic perspective argues the opposite that nuclear weapons make preventive and preemptive attacks more likely, and raise the likelihood of escalation to nuclear war. My analysis of the Israeli cases shows that "opaque" nuclear proliferation decreases the pressure for preventive attacks, increases the chances for miscalculation, and creates sufficient concern about nuclear weapons to reduce the likelihood of preemptive attacks. Two factors help reduce the risk of nuclear proliferation as posed by proliferation pessimists, opaque nuclear weapons programs and nondeclaratory nuclear weapons policies. The implication of this research is that if the United States cannot dissuade a country from going nuclear, it should reinforce its incentives to maintain opacity and a nondeclaratory policy. Particular attention should be given to states which resist these efforts, as they represent the greatest risk of nuclear weapons use.

A nuclear-free Middle East? For decades, there has been talk about creating a nuclear weapons-free zone in the Middle East, more recently expanded to a weapons of mass destruction-free zone (encompassing nuclear, biological and chemical weapons). But so far, it's only been talk. In this book two experts from the region, with long experience in the issue, explore why the talk has not been translated into action. More important, they outline a comprehensive yet achievable roadmap for that action. The authors acknowledge that the Middle East is characterized by perpetual instability and deep-rooted mistrust, a region whose leaders seem unlikely to forsake any kind of weapons systems. They argue, however, that inaction is not an option, given the almost inevitable proliferation of weapons of mass destruction and their possible use by terrorist groups. The use of chemical weapons in Syria, Israel's opaque nuclear weapons program, and the dispute over Iran's nuclear program are the most obvious but far from the only issues that must be dealt with if the region is to avoid mass destruction. The authors describe, in detail, a roadmap based on a phased approach, including guidelines and parameters for a weapons of mass destruction-free zone. Confidence-building and verification measures gradually would create trust among the region's stakeholders, enabling them to move along a step-by-step path that might otherwise seem unrealistic. Establishing a weapons of mass destruction-free zone also could be a gateway to addressing other security-related problems in the region, possibly even paving the way for a broad range of socioeconomic and political benefits.
