The ‘open society’ has become a watchword of liberal democracy and the market system in the modern globalized world. Openness stands for individual opportunity and collective reason, as well as bottom-up empowerment and top-down transparency. It has become a cherished value, despite its vagueness and the connotation of vulnerability that surrounds it. Scandinavia has long considered itself a model of openness, citing traditions of freedom of information and inclusive policy making. This collection of essays traces the conceptual origins, development, and diverse challenges of openness in the Nordic countries and Austria. It examines some of the many paradoxes that openness encounters and the tensions it arouses when it addresses such divergent ends as democratic deliberation and market transactions, freedom of speech and sensitive information, compliant decision making and political and administrative transparency, and consensual procedures and the toleration of dissent. On January 2009, President Obama signed the Memorandum on Transparency and Open Government. The memorandum declares the new Administration’s commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens’ trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous. This book provides a comprehensive study of recent major developments of open government around the world, and analyzes the importance of open government efforts for public governance, making it of interest to academics and practitioners worldwide.

This book presents the outcomes of a study on indices of rule by law in China conducted by the Chinese Academy of Social Sciences (CASS). Since 2009, a group of researchers at the CASS Institute of Law has worked to assess the Chinese government’s transparency. In this context, they designed an index system to truthfully record and reflect the reality and development of openness in the Chinese government for eight consecutive years. This book compiles their reports on each year’s development, systematically combining quantitative analysis and the status quo for each year. Thanks to these reports, readers will be able to clearly understand the evolution of the Chinese government’s openness during these eight years. They highlight what the government has done to improve transparency, what has been achieved, and the goals for the future. These reports have not only been acclaimed in academic circles, but have also greatly influenced government policies and procedures. For example, the assessment was expanded to the judicial system including the Supreme People’s Court, maritime court, and local provincial courts in 2011, and ever since the national judicial system’s openness has been considerably improved, in response to recommendations based on the assessment.
