In June of 1942, Eighth Air Force deployed to the UK and began preparation for a bombing campaign. However, during the initial planning efforts it became apparent the staff lacked the expertise needed to analyze and recommend bombing targets. Colonel Richard Hughes, the Chief Planner for American Air Forces in Europe, recognized this deficiency and requested a team to assist with target selection. The Enemy Objectives Unit (EOU), a team of civilian economists, began arriving in London in September 1942 to support the Eighth Air Force. While formally assigned to the US Embassy in London, for practical purposes the team worked for Colonel Hughes. Using their economic expertise, EOU members studied the German industrial complex to identify vulnerabilities and then recommend to planners and senior leaders those industries the US Strategic Air Forces in Europe should target. Taking an effects-based approach, the team sought to maximize the efficiency and effectiveness of US airpower to produce the greatest effects on Germany’s war economy. The EOU’s target selection methodology required intelligence data on enemy targets, an awareness of United States Army Air Forces bombing capabilities, and most importantly an understanding of military and political aims. To ensure selected targets aligned with military and political aims, the EOU regularly collaborated with air planning staffs and senior leaders. Three case studies highlight the interaction and collaboration that occurred between the EOU and Army Air Forces planners and leaders: prioritizing targets for Operation POINTBLANK, development of an Oil Plan following “Big Week” in Feb. 1944, and the recommendation to strike bridges versus marshaling yards prior to Operation OVERLORD. Each of these case studies demonstrates that the integration and cooperation between the EOU and air force leaders and planning staffs ensured that targets selected for aerial bombardment supported political and military objectives.

Conventional wisdom has long held that the strategic airpower supporting the Normandy landings on D-Day was generally ineffective. Time and again, the OVERLORD researcher is told that the Eighth Air Force failed to provide the landing troops, particularly on Omaha Beach, with any significant support in establishing the beachhead. The eminent Max Hastings, in his outstanding book "Overlord", opines that air power was "unable to inflict significant damage upon German defensive positions to offer the Allied armies anywhere an easy passage ..." Similarly, Adrian Lewis agrees: "To this list of battles with disappointing applications of strategic air power at the tactical level of war can be added the Normandy Invasion." However, in light of both a detailed examination of what was asked of the American air forces by the OVERLORD plans, and in consideration of modern ideas about effects-based operations, it is perhaps time to re-examine the role played by the Army Air Forces in the success of that critical day of 6 June 1944.

An important rethinking of the Normandy war narrative Beyond the Beach examines the Allied air war against France in 1944. During this period, General Dwight David Eisenhower, as Supreme Allied Commander, took control of all American, British, and Canadian air units and employed them for tactical and operational purposes over France rather than as a strategic force to attack targets deep in Germany. Using bombers as his long-range artillery, he directed the destruction of bridges, rail centers, ports, military installations, and even French towns with the intent of preventing German reinforcements from interfering with Operation Neptune, the Allied landings on the Normandy beaches. Ultimately, this air offensive resulted in the death of over 60,000 French civilians and an immense amount of damage to towns, churches, buildings, and works of art. This intense bombing operation, conducted against a friendly occupied state, resulted in a swath of physical and human destruction across northwest France that is rarely discussed as part of the D-Day landings. This book explores the relationship between ground and air operations and its effects on the French population. It examines the three broad groups that the air operations involved, the doctrine and equipment used by Allied air force leaders to implement Eisenhower’s plans, and each of the eight major operations, called lines of effort, that coordinated the employment of the thousands of fighters, medium bombers, and heavy bombers that prowled the French skies that spring and summer of 1944.
