With the rapidly changing and unfamiliar global environment, the U.S. Army must require its planners to have an understanding of operational art within the context of their warfighting function and combat power. How can an operational planner ensure that the warfighting functions are integrated and contribute to the planning team's mutual understanding of the environment? More specifically, what must a planner do to increase his contribution to a planning team? This monograph asserts that knowledge of operational art is necessary in order for the six warfighting functions to integrate effectively during the planning process. From the viewpoint of sustainment, this monograph explores the possibilities of the sustainment warfighting function implementing the common language of operational art. This can enable an understanding of the capabilities and requirements both inside and outside the warfighting function. The sustainment principles, derived from both historic case studies and experiences gained from previous operations, can be translated into useful terminology that illustrates best practices. The principles are a collection of best practices that describe important considerations during sustainment operations. Principles of sustainment provide a frame of reference and terminology to describe a desired output for sustaining military operations. In addition to the common language, the monograph shows the relationship between combat power and the sustainment warfighting function to suggest that combat power is the common thread that exists among all warfighting functions. Case studies provide evidence that use of operational art can increase the sustainment warfighting function's overall contribution to the planning process by translating sustainment principles into useful operational art terms. Operational art and combat power are the concepts that unite all warfighting functions. Capitalizing on this assessment can provide a planner the approach necessary to improve his contribution and improve the effectiveness of the planning team. All in all the responsibility to practice operational art falls to the individual planner. This will be the only method to implement the foundations of operational art until each warfighting function standardizes the education of its members. The concepts of operational art are too useful to wait until the future staff planner is formally educated. This monograph recommends that the elements of operational art be introduced to an officer earlier in their career.

As the United States Army stands in the midst of a transitional period, it must determine what type of Army it will be. In doing so, the Army must come to grips with new realities of the strategic context that demand a capability to use “Engagement” as defined in the National Security Strategy and an inculcation of “Operational adaptability” as defined in the Army Capstone Concept. Recently, the United States Army Special Operations Command (USASOC) proposed a change to Army doctrine that would have made Special Operations a seventh warfighting function for the Army. The proposal failed to pass and the Army is now taking a much slower approach to changes. This monograph uses this failed proposal as a singular case study, or micro-event that illuminates a macro-phenomenon, which could be preventing the Army from meeting its challenges of engagement and operational adaptability. Using key elements of organization theory as a lens for understanding why the proposal failed, this monograph applies process tracing and argument mapping. It demonstrates that the fragmented organizational sub-culture of SOF may have influenced not only the failure of the proposal, but also continues to prevent the Army from leveraging the institutional strength of the SOF community toward engagement and operational adaptability.

On Operations: Operational Art and Military Disciplines traces the history of the development of military staffs and ideas on the operational level of war and operational art from the Napoleonic Wars to today, viewing them through the lens of Prussia/Germany, the Soviet Union, and the United States. B. A. Friedman concludes that the operational level of war should be rejected as fundamentally flawed, but that operational art is an accurate description of the activities of the military staff, an organization developed to provide the brainpower necessary to manage the complexity of modern military operations. Rather than simply serve as an intercession between levels, the military staff exists as an enabler and supporting organization to tacticians and strategists alike. On Operations examines the organization of military staffs, which has changed little since Napoleon’s time. Historical examinations of the functions staffs provided to commanders, and the disciplines of the staff officers themselves, leads to conclusions about how best to organize staffs in the future. Friedman demonstrates these ideas through case studies of historical campaigns based on the military discipline system developed.

Army Doctrine Reference Publication (ADRP) 3-0, Unified Land Operations, is the first ADRP released under Doctrine 2015. ADRP 3-0 expands on the foundations and tenets found in Army Doctrine Publication (ADP) 3-0. This ADRP expands on the doctrine of unified land operations found in ADP 3-0. The publication of ADP 3-0 shifted the Army's operational concept from full spectrum operations to unified land operations. The doctrine of unified land operations describes how the Army demonstrates its core competencies of combined arm maneuver and wide area security through decisive action. The term decisive action replaces the term full spectrum operations as the concept of continuous, simultaneous offense, defense, stability, or defense support of civil authorities. Defense support of civil authorities replaces civil support as a task under decisive action. ADRP 3-0 expands the discussion of the foundations and tenets of unified land operations, as well as the operational framework found in ADP 3-0. Additional changes in ADRP 3-0 from the now obsolete 2011 FM 3-0, Change 1, includes a discussion of the range of military operations replacing the spectrum of conflict as well as a discussion of information collection replacing intelligence, reconnaissance, and surveillance (known as ISR). These changes in ADRP 3-0 now better align Army doctrine with the joint discussion of the principles of joint operations. ADRP 3-0 remains generally consistent with the now obsolete 2011 FM 3-0, Change 1, on key topics while adopting updated terminology and concepts as necessary. These topics include the discussion of an operational environment and the operational and mission variables, as well as the discussions of unified action, law of land warfare, and combat power. As in the now obsolete 2011, FM 3-0, Change 1, mission command remains both a philosophy of command and a warfighting function. Finally, ADRP 3-0 maintains combined arms as the application of arms that multiplies Army forces' effectiveness in all operations. The U.S. military does not believe its soldiers, sailors, airmen, and marines should be engaged in combat with adversaries on a "level playing field." Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. Making the Soldier Decisive on Future Battlefields establishes the technical requirements for overmatch capability for dismounted soldiers operating individually or in small units. It prescribes technological and organizational capabilities needed to make the dismounted soldier a decisive weapon in a changing, uncertain, and complex future environment and provides the Army with 15 recommendations on how to focus its efforts to enable the soldier and tactical small unit (TSU) to achieve overmatch.

By applying modern operational art tenets, the three Operational Factors and the Principles of War, it is quite evident that Operational Logistics is as integral part the operational planning and execution process as is the other warfighting functions such as maneuver, fires, and intelligence. Plans will be better formulated and better risk decisions are made the earlier we incorporate the ways and means of military operations as a method during the planning process.

Broadly defined as the grey area between strategy and tactics, operational art spans the theory and practice of planning and conducting campaigns and major operations aimed at accomplishing strategic and operational objectives in a given theatre of operations. An intermediate link between strategy and tactics has always existed, but a distinct concept that encompasses a systematic and deliberate plan of campaign for major operations is a mere two hundred years old. Based on country specific case-studies, this book describes how the concepts that underpin operational art originated, how they received practical expression in various campaigns, and how they developed over time. The point of departure is the campaigns of 'the God of War', Napoleon Bonaparte. The book then proceeds with chapters on the evolution of operational art in Prussia / Germany, the Soviet Union / Russia, the United Kingdom, United States, Israel, and China. The final chapter deals with the future of operational art in irregular warfare. Theory is critical to refining and improving existing methods of applying operational warfare, and its importance cannot be overstated; however, to be useful, theory and its accompanying vocabulary must be combined with a proper examination of historical trends and practical experience. The present volume attempts to achieve that combination. This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.
