In order to provide water security in the twenty-first century, there is universal agreement that a continuation of current policies and extrapolation of trends is not an option. Also clear is that from both water supply and development perspectives, the world's arid and semi-arid regions are those currently and potentially experiencing the highest water stresses. One third of the world's land surface is classified as arid or semi-arid, and about half of all countries are directly affected in some way by problems of aridity. The hydrology of arid and semi-arid areas is also known to be substantially different from that in more humid regions. It is therefore essential that investigation methods appropriate to the former are developed and applied, and that strategies for arid and semi-arid region water resources development recognise the principal characteristics of in-situ hydrological processes.

Streamflow forecasting is of great importance to water resources management and flood defense. On the other hand, a better understanding of the streamflow process is fundamental for improving the skill of streamflow forecasting. The methods for forecasting streamflows may fall into two general classes: process-driven methods and data-driven methods. Equivalently, methods for understanding streamflow processes may also be broken into two categories: physically-based methods and mathematically-based methods. This thesis focuses on using mathematically-based methods to analyze stochasticity and nonlinearity of streamflow processes based on univariate historic streamflow records, and presents data-driven models that are also mainly based on univariate streamflow time series. Six streamflow processes of five rivers in different geological regions are investigated for stochasticity and nonlinearity at several characteristic timescales.

Floods are by far the most devastating of all weather-related hazards in the United States. The National Weather Service (NWS) is charged by Congress to provide river and flood forecasts and warnings to the public to protect life and property and to promote the nation's economic and environmental well-being (such as through support for water resources management). As part of a modernization of its technologies and organizational structure, the NWS is undertaking a thorough updating of its hydrologic products and services and the activities that produce them.
