Indoor residual spraying (IRS) involves applying residual insecticide to potential vector resting sites on the interior surfaces of human dwellings or other buildings. The main aim of IRS is to kill vectors before they are able to transmit pathogens to humans. When carried out correctly, IRS has historically been shown to be a powerful intervention to reduce adult vector density and longevity for mosquitoes, sand flies and triatomine bugs and can reduce the transmission of vector-borne diseases. This operational manual is designed to provide guidance on the establishment, management, implementation, reporting and evaluation of safe and effective IRS campaigns within the context of a locally adapted and sustainable vector control programme, in line with the Global vector control response 2017–2030. It provides information according to current WHO recommendations and standards on IRS and recognizes that IRS can potentially target multiple diseases in areas where endophilic vectors coexist. The key audience for this document is vector-borne disease control programme managers and staff, as well as implementing or private-sector partners at the national, provincial/state or local levels, who are responsible for the design, planning or implementation of vector control operations.

This second edition of the compendium provides a brief description of all the technical guidance documents, manuals, toolkits, databases and other resources for pesticide management developed by FAO and WHO. These resources support the standards outlined in the International Code of Conduct on Pesticide Management by providing detailed information and guidance on how to manage pesticides at the different stages of their life cycle, i.e. from production to disposal of waste. The resources are principally intended for use by governments in low- and middle-income countries but they may also be useful to other stakeholders. The resources cover both agricultural and public health uses of pesticides. The documents listed in this compendium have been prepared, reviewed and adopted by FAO and WHO expert groups including, since 2007, the FAO/ WHO Joint Meeting on Pesticide Management (JMPM). The compendium will be updated regularly in the future. Older documents included in the compendium are still considered valid as the issues they address have not changed.

The World Health Organization's Global Technical Strategy for Malaria 2016- 2030 has been developed with the aim to help countries to reduce the human suffering caused by the world's deadliest mosquito-borne disease. Adopted by the World Health Assembly in May 2015 it provides comprehensive technical guidance to countries and development partners for the next 15 years emphasizing the importance of scaling up malaria responses and moving towards elimination. It also highlights the urgent need to increase investments across all interventions - including preventive measures diagnostic testing treatment and disease surveillance- as well as in harnessing innovation and expanding research. By adopting this strategy WHO Member States have endorsed the bold vision of a world free of malaria and set the ambitious new target of reducing the global malaria burden by 90% by 2030. They also agreed to strengthen health systems address emerging multi-drug and insecticide resistance and intensify national cross-border and regional efforts to scale up malaria responses to protect everyone at risk.

As WHO's technical department for malaria, the Global Malaria Programme has an important role to play in leading the global response against this disease. Through its direct actions and network, it has the potential to shape the malaria ecosystem and achieve impact at country level. With this in mind, the Global Malaria Programme has developed an operational strategy outlining its priorities for the period 2024‒2030 and the 4 strategic levers to control and eliminate malaria that are decisively within the Programme’s mandate: norms and standards, new tools and innovation, strategic information for impact, and leadership. The strategy describes how the Global Malaria Programme will also transform by collaborating more effectively with other programmes, regional and country offices and partners, guided by lessons learned from WHO’s Thirteenth General Programme of Work (GPW13) and the GPW14 priorities.
